Since 2004, GIZ has been a reliable and trusted partner of the African Union (AU). With a team of over 200 staff and implementing activities in more than 35 African member states, GIZ partners with the AU Commission as well as many of the AU"s specialised institutions and agencies to jointly implement programmes and projects at continental, regional and national level. These include, among others, the AU Development Agency AUDA-NEPAD, the African Continental Free Trade Area (AfCFTA), the AU Mechanism for Police Cooperation (AFRIPOL) or the Africa Centres for Disease Control and Prevention (Africa CDC).
GIZ"s cooperation with the AU is carried out on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the German Federal Foreign Office (AA) and the European Union (EU), among others. Key areas of engagement include Peacebuilding and Conflict Prevention, Governance and Migration, Sustainable Economic Growth and Employment, as well as Health and Social Development.

In order to match the communication needs of a growing portfolio with increasing regionalisation and localisation and to create additional capacity for developing engaging multi-media content that attracts beneficiaries and showcases the impact of the portfolio, and in addition meets the expectations of visibilitiy and impact communication of the commissioning parties, GIZ African Union is seeking to contract a full-service agency that can provide a range of short- and long-term communication services.
GIZ AU comprises of around 15 programmes and projects in addition to global and regional programmes that have activities in 35 AU member states. These projects and programmes also cooperate on a regional level with 5 Regional Economic Communities (EAC, ECCAS, ECOWAS, IGAD, SADC) and collaborate with the African Union Commission based in Addis Ababa, Ethiopia, the Development Agency AUDA-NEPAD in Midrand, South Africa, and the African Continental Free Trade Area Secretariat in Accra, Ghana, as well as other specialised agencies and organs of the AU. The communication team designs and implements communication activities mostly on its own. However they do not consist on full-time experts. This includes day-to-day tasks such as social media, articles for the newsletters, success stories, quality assessment of partner materials, etc.
Needs of the projects and programmes and of the partner side are high as communication becomes more and more relevant.
The services requested will not replace but complement the available in-house strategic, corporate and operational capacity and services. The services include among others, the evaluation of the current GIZ AU and GIZ AU programmes and projects specific communication strategy and the development of new communications strategies. In addition, expertise in public opinion, outreach, public relations, information technology, web and graphic design, audio-visual communications and social media, among others, will be requested to enhance the quality and impact of GIZ AU"s communication. Furthermore, in order to integrate these formats into GIZ AU´s communications routine and to ensure effective mainstreaming, suitable capacity building methods and analysis should be developed to optimize and manage existing and future digital communication activities and channels.

Abschnitt III: Rechtliche, wirtschaftliche, finanzielle und technische Angaben

1. Average annual turnover for the last three years (last-but-four financial year can be included in case of tenders held within 6 months of end of last financial year), at least: 1,000,000.00 EUR
2. Average number of employees and managers in the last three calendar years, at least 10 persons
1. The technical assessment is only based on reference projects with a minimum commission value of 75,000.00 EUR.
2. At least 1 reference project in the technical development cooperation with Africa and at least 1 reference project for communications and public sector PR in the last 3 years.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
