On behalf of Germany"s Federal Ministry of Economic Cooperation and Development (BMZ) GIZ is implementing the global program "Sustainable Economic Transformation and Sustainable Finance". The program supports developing and emerging economies to advance the transformation of their economies and financial sectors in alignment with the Paris Agreement and the Sustainable Development Goals and to enable a just transition.
The program"s sustainable finance component aims to accelerate the transformation of the financial sector towards sustainability through interventions on three levels:
1. Framework conditions for sustainable finance: Creating an enabling environment for sustainable finance through policy and regulatory reforms in partner countries; and
2. Transformation of financial institutions: Promoting the integration of sustainability into strategy, governance and business practices through capacity building and advisory in the financial sector with a focus on commercial banks and public development banks (PDBs) in partner countries.
3. International agenda setting and knowledge transfer: Strengthening global dialogue on sustainable finance within relevant international forums and initiatives with a view to strengthening the voice of partner countries at the international level and promoting the alignment of national and international standards;

The tender focuses on the program"s activities in supporting the transformation of individual financial institutions (FIs) in partner countries.
First, an analytical report / flagship publication shall be prepared, that provides guidance on how individual FIs can align their operations with the Sustainable Development Goals (SDGs), the Paris Agreement and the Convention on Biological Diversity (CBD). Based on international initiatives and standards (e.g., UNEP FI's Principles for Responsible Banking (PRB), the Equator Principles, the IFC sustainability policies and standards, TCFD, TNFD, NZBA, GFANZ, TPT and others), the objective of this report is to define the business case for a financial institution's alignment with the above-mentioned global agendas, and provide guidance on the specific strategic, operational, and technical requirements for banks embarking on this journey.
Second, individual FIs shall be identified that demonstrate a particular commitment to the consistent implementation of sustainability practices. These FIs shall be supported by tailored technical assistance (TA) measures in a targeted manner in their transformation process to integrate sustainability into business strategy, governance, processes, products and risk management. Where possible, the cooperation with FIs shall build on the activities within the framework of the Principles for Responsible Banking Academy (PRB Academy) that GIZ is implementing in cooperation with UNEP FI and the Chartered Banker Institute (CBI) to offer trainings to FIs, e.g. in India, Egypt and Mexico.
The support to FIs shall be demand and needs driven. Therefore, needs assessments will be carried out with individual FIs, which will then lead to the elaboration of tailor-made transition plans for selected FIs with the focus on achieving alignment with the Paris Agreement but also the Sustainable Development Goals, the Biodiversity Convention and gender inclusive finance wherever relevant to the FI. Specific TA measures to support selected FIs in their transformation shall be identified and prioritized measures implemented in an optional component of the service contract.
The services shall be implemented first in 2 countries out of Egypt, India, Mexico, Brazil or Vietnam; while the list of countries is subject to change. The terms of references foresee an optional expansion of the service content to implement the services also in additional countries, including potentially Peru, Rwanda and/or others.

1. The technical assessment is only based on reference projects with a minimum commission value of 20.000,- EUR.

At least 3 reference projects in the technical field of 1 in training and capacity development for FIs, 1 green finance implementation support for FIs; 1 in Environmental Mangement Systems for FIs and at least 3 reference projects 1 in Africa, 1 in Latin America, 1 in South-East Asia or South Asia in the last 3 years

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
