The "Strong Businesses and Communities for Moldova" project is funded by the Federal Ministry for Economic Cooperation and Development (BMZ) and co-funded by the European Union (EU) and the Swiss Development Cooperation (SDC). The project is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. Following the priorities of the Government of the Republic of Moldova and its citizens, as well as being in line with the European Neighbourhood Policy for the Eastern Neighbourhood countries, the project contributes to the implementation of the "EU4Moldova Local Communities" Programme (Action), which is part of the Annual Action Programme in favour of the Republic of Moldova for 2020. The implementation of this programme is also supported by the Austrian Development Agency (ADA) and the Solidarity Fund PL (SFPL).
The project aims "to improve the quality of life and to address the economic and social consequences of COVID-19 in selected local communities in the Republic of Moldova, thus contributing to their longer-term resilience" (overall objective, impact level).
The "European Joint Development Cooperation Strategy for the Republic of Moldova" emphasises that living standards in rural areas remain a large problem. Overall, current economic growth patterns are neither quantitatively nor qualitatively sufficient to create enough and adequate jobs in all parts of the country. The target group for the project is the population in Moldovan communities, with a particular focus on women and vulnerable groups such as Roma and people with disabilities.
The project approach is specially to strengthen capacities. Thereby, the focus is on the capacity development on the levels of individuals, organisations, and society.

The contractor will contribute to the implementation of Output 5 of the "Strong Businesses and Communities for Moldova (SBC)" project in close cooperation with the head of component, guided by the GIZ project manager and selected target indicators on outcome level. The proposed timeframe for the envisaged tasks is 24 months after signing, estimated from May 2023 - May 2025. The design and methodological concept of SBC follows a multi-level and multi-stakeholder approach. The advisory and support-services include policy advice as well as capacity development for relevant stakeholders on national, but also regional and local level to support the implementation of development strategies and to strengthen their respective capacities.
Focus will be placed on strengthening Moldovan economic development institutions in their capacity to promote direct investment and to integrate Moldovan SMEs into international markets. This will be done via advisory related to the national framework for economic development on contributions to legislation and strategic orientation, which increases the performance of key actors, such as the Ministry of Economy, Invest Moldova Agency or a possible successor institution and Organization for Entrepreneurship Development in terms of institutional capacity and individual competences of technical and managerial staff. In order to strengthen these structures in a sustainable manner, the aim is to institutionally establish the instruments that have already been piloted in part by the predecessor project implemented by GIZ, and thus ensure the consolidation of the long-standing TC support.
The task of the bidder is to support the implementation of SBC with a pool of experts consisting of:
- An international pool coordinator to support the coordination, coherence, quality and continuity of the missions of the short-term experts (pool management);
- A pool of experts with international and national experience who can provide technical expertise and consultancy services defined by individual assignments on short-term basis in a need- and results-oriented manner.
The pool of experts provides technical expertise and capacity development for relevant stakeholders (especially from the public sector) on national, but also regional and municipal level in the areas of macroeconomic policies, industry / sectors development, investment and export promotion, trade related aspects and other specific fields, which can be requested in the course of the contract.
The pool of experts is a demand-driven support tool for the GIZ management whereby international and national experts generally provide the required advisory services and related activities on a short-term basis.
Individual short-term assignments and consultancy missions will be prepared and carried out following the individual order and individual description of tasks issued by GIZ. The project team in cooperation with the project stakeholders and the bidder prepares the missions.
The experts deliver the defined studies, services and reports as of the individual assignments. Briefing and debriefing framing the missions take place with the presence of the project management. The services to be provided will in general be implemented through direct cooperation under the guidance, accompaniment or with specific agreement by GIZ on the appropriate level.
The bidder has to provide a backstopping-concept with respective conceptual and administrative capacities in order to support and ensure an effective, efficient and results-oriented planning and management of the pool of experts and a proper technical and financial reporting.
Work packages:
The contactor will be responsible for providing the following services:
- Supply of expertise related to strengthening the economic development structures in Moldova with focus on investments and linkages / exports promotion, resulting in:
? elaboration of studies, reports, comparative analysis on selected specific topics, to serve as basis for further normative and legislative proposals, or development of specific documentation, publications;
? drafting of legal documents (laws, regulations, mechanisms) to be approved in the national Moldovan legislation;
? development of PR communication materials, based on reports elaborated and / or additional data collection and compilation (for example: infographics, fact sheets, brochures);
? development of technical documentation and other materials for promotion of Industrial Platforms (IPs);
? development of materials to provide support in capacity building measures for major component partners.
? Presentation of the work results during workshops, roundtables or information sessions, upon the request of SBC project partners;
? Provision of other services related to the above mentioned and as requested by the SBC project.
- Supply expertise for capacity building measures and institutional collaboration support to national organizations, such as ODA, MIA, GIA etc. in order to achieve project goals and performance indicators;
- Ensure communication with relevant stakeholders, policy makers, operators, service providers for appropriate identification of experts and a smooth implementation of proposed measures;
- Ensure that expertise offered is compliant with the overall project performance indicators, indicated above.
In performing the tasks, the contractor must maintain current knowledge of relevant political, social, and economic development trends in order to advice project on possible responses. The contractor must also possess necessary expertise and abilities for proper identification of relevant international and local experts, as well as having access and knowledge of wider stakeholders involved in the decision-making process at the local, regional, national, and international level, including other donor organizations and agencies, and maintain necessary relationships.
Due to the planned elections within the timeframe of the activities of this ToR, as well as based on additionally identified partner needs during the contract, it might be required to either extend the service-delivery period or to include delivery of additional services at a similar scope.

1. Average annual turnover for the last three years (last-but-four financial year can be included in case of tenders held within 6 months of end of last financial year), at least: 400.000,00 EUR
2. Average number of employees and managers in the last three calendar years, at least 5 persons
1. The technical assessment is only based on reference projects with a minimum commission value of 100.000,00 EUR.
2. At least 3 reference projects in the technical field Economic Development and at least 3 reference projects in the region Eastern Europe in the last 3 years.
