The Support to the Covenant of Mayors in Sub-Saharan Africa (CoM SSA) Component III is a European program aiming at supporting Sub-Saharan cities in their fight against climate change and to ensure access to clean energy through project support.
It draws on the experiences of its predecessors, the CoM SSA Component I and II that setted up a network of cities and a core group of early movers, by scaling-up the initiative impact by expanding the network of beneficiaries and bridging the gap to finance for local administrations.
The project supports local administrations to increase access to sustainable energy for urban populations and to implement local action to combat climate change and its impacts through three pillars:
I. Sustainable Energy and Climate Action Plans (SEACAP) Development, Integration and Monitoring;
II. Support urban sustainable energy and climate-related investments;
III. Promoting regional cooperation and enhance learning from good practice.
With this tender, GIZ intends to contract a service provider to provide technical assistance to support project promoters in Sub-Saharan African countries to develop low-carbon, resilient infrastructure projects in cities.

The objective of this assignment is to provide advisory services to municipalities and project promoters for identified investment opportunities across GIZ CoM SSA"s focus countries (Burkina Faso, Cameroun, Ghana, Kenya, Nigeria) in the project preparation stage to access finance.
The assignment will, on the one hand, support the USE product where GIZ aims to build decentral energy systems in an urban environment on city-owned sites. Here, GIZ is specifically targeting city owned public buildings (city hall, schools) and public spaces (e.g. markets) to evaluate the technical and economic feasibility of solar powered energy provision. On the other hand, the assignment will also support identified resilient urban infrastructure project proposals that were developed as part of an inclusive stakeholder process like a SEACAP. Proposals cover a variety of actions with regards to, for example, climate adaptation, waste management, etc..
To this end, this tender entails the following specific tasks that are delivered in the context of the CoM SSA Component III:
- Work package USE (70%)
o Task 1: Project Support
- Economic Assessment of urban solar projects on city-owned sites (system sizing, load production, reduction of energy costs for the city)
- Support for technical requirements in conducting tendering processes (Tendering, Selection, documentation, etc.)
- Technical Support in implementing city-owned legal structures to secure public cashflow (e.g. only the technical side of terms for legal structure upon request by the legal consultants)
- Assistance in finalising power purchase agreements with private sector actor, verifying the economic aspects of the agreement on behalf of the local government.
o Task 2: Project structuring support
- Revision of project finance structure to fit focus country context
- Work Package Resilent Urban infrastructure projects (30%)
o Task 1: Project Support
- Advisory into the initial feasibility of the project, including identification of appropriate services and technologies
- Assistance into the development of a clear and realistic project proposal
- Conduct economical assessments in line with standards of financiers (initial cost-benefit analysis, etc.)
o Task 2: Project structuring support
- Identification of project finance structure for each project
- Participation in relevant stakeholders' meetings and transaction discussions

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
