The overall objective (outome) of the GIZ "Employment promotion for women for the green transformation in Africa (E4D)" is that the employment and economic situation of women, especially in companies driving the green transformation, has improved. Key outputs are: 1.) Labour market-oriented education and training, 2.) Transition to the labour market, 3.) Employment in value chains, 4.) Competitiveness of start-ups and MSMEs and 5.) Regional scaling of the approaches. E4D"s strategy is to establish partnerships with stakeholders from the public and private sector and civil society that will improve the employment opportunities of women in companies and value chains that are driving the economic transition to an ecologically sustainable and climate-friendly business model. Opportunity-driven and demand-oriented measures will be conducted with individual partner organisation and multi-actor partnerships in the implementation countries Kenya, Mozambique, Tanzania, Uganda and South Africa with the aim of achieving quantitative employment effects and qualitative, transformative results. The capacity development measures at micro and meso level of implementation- and employment-oriented country measures supplement reform-oriented advisory approaches of bilateral DC projects.
E4D focuses on sectors that offer the greatest possible employment effects for women and in which companies, with their products, technologies and/or services, are actively shaping the transition of the economy to an ecologically sustainable, climate-friendly business model (1. Sustainable agriculture and agricultural processing, 2. Blue economy and aquaculture, 3. Renewable energy, 4. Circular economy and waste management, including biomass, 5. Eco-tourism) and on two further sectors in which companies are developing more environmentally-friendly or resource-saving business models (6. Transport/Logistics, 7. Construction).
Up to now, E4D incorporates a co-financing agreement with the EU Team Europe Initiative "Investing in Young Businesses in Africa" (TEI IYBA). This initiative supports the business ecosystem and promotes a supportive business and investment climate and business culture, in particular for companies managed by young people and women. It will be implemented by the E4D programme in Kenya and South Africa together with other European partners.
The personnel concept of the overall E4D programme comprises one international long-term expert that has the responsibility for the commission of the project. In each of the five E4D implementation countries, 2 international and 4 national long-term experts will be responsible for developing and implementing the country measures in partnership with the private sector and other partner organisations (output 1-4). Four international long-term experts are part of the central steering unit of the regional project and are responsible for the financial and administrative processing and control as well as coordination of the commissioning parties of the multi-donor initiative. Furthermore, four international long-term experts will advise the project teams in the implementation countries on technical matters concerning standardised approaches for employment promotion, gender equality, the green transformation and regional scaling. Two further international long-term experts have overarching responsibility for communication, monitoring and evaluation. Three international and four national long-term experts are already deployed to implement the regional TEI IYBA. There will also be two national long-term experts responsible for implementing the TEI in Kenya and South Africa, and one international long-term expert who will be part of the centrally controlled TEI advisory team.

The contractor supports the E4D programme in the following areas: 1. Strategic advice, organisational development & steering multi-stakeholder processes; 2. Team development and leadership coaching; 3. Knowledge transfer & learning processes and 4. Advisory services on technical-strategic topics. As already mentioned in chapter 1.2, main target group for all services is internal E4D staff.
As the assignment refers to cross-cutting topics and contains mainly E4D internal advisory processes, the contractor contributes with its services to the achievement of module indicators, outputs and output indicators (described in chapter 1.1. and in the attached results matrix) rather in an indirect way. A direct contribution to the achievement of output indicators of output 5 "Upscaling of successful approaches" is described under work package 3 (Knowledge transfer and learning).
The contractor is responsible for providing the following work packages and the accompanying milestones:
Work package 1: Strategic advice, organisational development & steering multi-stakeholder processes
The contractor accompanies the programme, particularly the E4D management team and technical staff, from a strategic perspective throughout the whole implementation period to translate the ambitious conceptual approach "employment promotion for women for the green transformation" successfully into practice. This contains organisational development and strategic advisory services with the following activities:
- Conducting an organisational diagnosis to analyse needs of internal and external stakeholders, identify core processes and setting up an efficient process- and workflow organisation and suitable internal steering structures
- facilitation of (kick off-) and regular strategic workshops with E4D management team and E4D country teams (on demand basis) including a reflection on the implementation progress but also on established steering- and organisational structures and possible needed adaptations
- Application of Capacity WORKS - including the development of Capacity WORKS-tools according to GIZs internal quality standards ("Quality in line") for the management of complex programmes both at programme and at country level. This includes also the compulsory minimum standards such as operational planning, actors" map, steering structures and capacity development strategies - but also goes beyond these.
The milestones are:
- Conducting an organisational diagnosis
- Preparation, facilitation, documentation of strategic workshops (1-2 per year)
- Development of Capacity WORKS tools (overall programme/ for all country teams)
- Preparation, facilitation, documentation of annual-/ midterm operational planning workshops (for HQ-team and for country teams) (1-2 per year)
- Preparation, facilitation, documentation of steering committee meetings with external (co-financing-) partners (1-2 per year)
Work package 2: Team development and leadership coaching
This work package is mainly directed towards E4D internal team development- and leadership processes. Thus, target group is on one hand the E4D management team (AV and teamleaders) but on the other hand staff members from all country teams and from the HQ team.
The milestones are:
- Preparation, facilitation, documentation of onboarding-/ team development workshops for HQ- and country teams (1 per year)
- Advisory services on teambuilding issues; team coaching / conflict mediation (on demand)
- Individual leadership coaching sessions (on demand)
Work package 3: Knowledge transfer and learning processes
This work package is addressed towards external and internal knowledge transfer activities. It consists of three main stages: 1. Gathering knowledge through exchange; 2. Deciding on relevant criteria and formats for upscaling and selecting approaches accordingly and 3. Upscaling and dissemination of successful and transferable approaches and experiences of the E4D programme.
The milestones comprise:
- Needs analysis and critical reflection of existing formats
- Development of internal knowledge sharing/ learning concept incl. communication formats
- Facilitating joint learning- and reflection processes to identify successful approaches (throughout implementation period)
- Support with upscaling and dissemination of approaches (e.g. preparation of inputs etc.) (throughout implementation period)
Work package 4: Advisory services on technical-strategic topics
This work package is focused on technical advice on the project"s overall approach: Improving employment and the economic situation of women, especially in companies driving the green transformation. Main intervention fields of the project are the following:
- expanding the range of vocational training and further education measures, especially for women and for jobs that contribute to the ecological transformation, and make them labour market-oriented (output 1)
- creating the conditions for a better transition for graduates and job seekers into the labour market, especially for women (output 2)
- improving employment opportunities in green value chains, especially for women. (output 3)
- increasing the competitiveness of start-ups and MSMEs, especially women-owned enterprises that contribute to green transformation (output 4)
- Output 5 is focused on scalability and dissemination of successful approaches to promoting women's employment and promoting the green transformation. However, this will be addressed within work package 3 and is not a main intervention field of this work package.
Milestones are:
- Technical advisory services on selected topics (on demand)
- Supporting acquisition processes of new co-financing partners (e.g. proposal writing; topical analysis) (throughout implementation period)
GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the terms of reference.
If more than five candidates/associations are considered suitable, only the five candidates/associations ranked in the top five according to the following selection criteria will be invited to submit a tender. The other candidates/associations will not be invited to submit a tender. This selection will be made under all eligible participants based on the following criteria:
I. Technical experience:
1. Strategic advice, organisational- and team development (weighting 50%)
2. Employment promotion (weighting 25%)
3. Women Economic Empowerment (weighting 15%)
II. Regional experience:
Regional experience in Africa (weighting 10%)

Abschnitt III: Rechtliche, wirtschaftliche, finanzielle und technische Angaben
1) Trading name and address, beneficial owner(s), commercial register number, bank account, tax number, VAT identification number, brief company profile and contact in event of queries.
2) Extract from the commercial register or equivalent evidence/proof (not older than six months).
3) Self-declaration that no grounds for exclusion in Section 123, 124 of the German Act Against Restraints of Competition (GWB), section 22 of the German Supply Chain Due Diligence Act (LkSG) and EU-Russian sanctions apply.
4) If a candidate/tenderer wishes to use the capacities of another company for the execution of the contract or to prove his/her eligibility, she/he must prove by submitting a declaration of commitment that the corresponding capacities are available to him/her for the execution of the contract and a declaration of commitment and a declaration that no grounds for exclusion pursuant to Section 123 GWB and/or Section 124 GWB apply to them must be submitted (in the case to prove the elegibility, this declaration must be submitted already with the request to participate).
6) In the case of participation as a bidding consortium: tenderers must appoint a leading member and authorise this member to represent the group and to receive payments with discharging effect also for the other members. A corresponding agreement, signed by all members, must be attached to the application for participation. For this purpose, the form provided by GIZ must be used.
1) Declaration on the average annual turnover for the last 3 financial years (last-but-4 financial year can be included in case of invitation to tender held within 6 months of end of last financial year).
2) Declaration on the average number of employees and managers for the past three calendar years
1) Average annual turnover for the last 3 financial years: at least 500,000 EUR.
2) Average number of employees and managers for the past three calendar years: at least 5 persons.
It is necessary to provide minimum 5 reference projects in the technical field "Strategic advisory and organisational development" and out of these 5 reference projects at least 3 reference projects must be in Sub Saharan Africa, each of them in the last three years with a minimum commission value of at least 150,000 EUR
1) The technical assessment is only based on reference projects with a minimum commission value of EUR 150,000 (one hundred fifty thousand Euro) in the last three years.
2) The minimum requirements forsee at least 5 reference projects in the technical field "Strategic advisory and organisational development" and out of these 5 reference projects at least 3 reference projects must be in Sub Saharan Africa, each of them in the last three years with a minimum commission value of at least EUR 150,000 EUR (one hundred fifty thousand Euro).

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
