As a values-based approach of German international cooperation, Sport for Development (S4D) fosters a joint response to global challenges. When supervised by trained educators, sport has the capacity to bridge societal divides, to unite people from different social, geographical, and economic backgrounds, and to advance social change and make societies more stable. In response to the German government"s new political direction, S4D mirrors the priorities of BMZ.
S4D thus makes a very concrete youth-oriented contribution to feminist development policy as agreed in the Coalition Agreement for the 20th legislative period and incorporated as an initiative area in the new BMZ thematic model. As a gender-transformative approach, S4D fosters gender equality by countering gender-based marginalisation and discrimination and critically questioning role models and gender stereotypes while promoting the empowerment and integration of (young) women.
Gender aspects are actively addressed in all measures under this module. Girls and young women are to take part in S4D training, specifically on the topics of gender equality and self-esteem. This also involves educating them about their rights and assisting them to break down traditional gender roles. At the same time, explicit care is taken to ensure equal participation by young men to champion the development of positive masculinity.
Moreover, S4D is especially effective in the context of peacebuilding and social cohesion, particularly in displacement and migration, which looks set to become increasingly important within the scope of the global transformation agenda. Education through sport (ETS) builds participation, representativeness and integration across ethnic boundaries and fosters equality, respect, solidarity, tolerance, non-violent communication, and democratic values.
Also recognising "sport as a means to promote education, health, development and peace", the United Nations (UN) accorded it due consideration in the 2030 Agenda for Sustainable Development. The main points of reference are: SDG 3 (Healthy lives and well-being), SDG 4 (Quality education), SDG 5 (Gender equality), SDG 8 (Decent work and economic growth), SDG 16 (Peace, justice and strong institutions) and SDG 17 (Partnerships for the goals), including the implementation principle of leave no one behind.
The challenge in implementing S4D is that there is no firmly anchored international exchange and dialogue on S4D methods and their institutionalised rollout. Many institutions and organisations worldwide are busy tackling the COVID-19 pandemic. This leaves little scope and few resources for the joint design of national, regional, or international policies and for S4D"s global positioning as an effective approach for strengthening youth"s societal and economic status and improving gender equality. Furthermore, S4D is not sustainably mainstreamed in school curricula nor in the structures of relevant organisations and institutions in the partner countries and regions. Consequently, the S4D approach is not gaining traction in pre- and in-service teacher training. Nor is it being mainstreamed in national youth policies.
In Germany, the Global Project Sport for Development (2022-25) will enable BMZ to interact with strong partners outside the development cooperation arena and with sustainability programmes across German society. Sport can open doors, spotlighting other issues such as gender equality, integration or, by way of example, sustainable textiles and merchandising on the part of German Bundesliga clubs. High-profile events such as the upcoming all-female edition of the Future Leaders in Sport workshop as part of the EURO 2024 tournament combine youth empowerment and gender equality approaches in a single event and showcase BMZ"s pioneering use of sport"s development potential, particularly for youth and women.

The Global Programme Sport for Development has a duration of 3 years (from 10/22 to 09/2025) and its module objective is: "International, regional, and national actors leverage Sport for Development to support marginalised youth in measures that promote employment, gender equality and social cohesion".
One major output and aim of the Global Sport for Development Programme (GP S4D) is to establish a sustainably mainstreamed, interactive, and global S4D network for capacity building and knowledge sharing for around 9,000 already qualified S4D practitioners from the partner countries. The network will provide a low-threshold offer of web-based training courses and will enable S4D practitioners to engage in a global practice-oriented exchange of knowledge and experience. With the skills they acquire through the network, these practitioners will reach and strengthen hundreds of thousands of young people in the fields of social cohesion, participation in societal and political decision-making, gender equality and enhanced economic and professional prospects. The module is seeking to cooperate on digital and offline further training with academic partner organisations, S4D projects and programmes and with national and international partner organisations. The programme will make use of existing technical structures to set up the S4D network.
Since the first S4D sector project got underway in 2012, some 8,874 trainers (20% female), have been trained in 23 countries. Furthermore, some 764 instructors (around 30% female), have been trained in 23 countries. Instructors train S4D trainers themselves. Thus, the Global S4D Community targets these trained instructors and trainers. In addition, intermediaries include the technical cooperation modules, regional actors, such as sports councils and youth organisations, national actors, such as state institutions, NGOs and sports organisations, universities, vocational training centres and ministries, and local actors, such as youth clubs and sports associations.?
Tasks to be performed by the contractor:
To establish and maintain its Global S4D Community, the Global Programme Sport for Development will tender for three different contracts.
1. Creating the technical platform
2. Creating content and digital training courses
3. Managing the Community
For the successful operation of the S4D network it is crucial that all contractors work closely together and exchange on a weekly basis. The tender at hand refers to the third of the above-mentioned three contracts:
Community Management of the Global S4D Community:
The contractor is responsible for providing the following five work packages and accompanying milestones:
Concept:
- Conceptual development for the Global S4D Community
- Continuous strategic planning for the Global S4D Community
Community Management:
- Administration, organisation (events, chat rounds etc.) and moderation of the community, taking into consideration different time zones (4 languages: English, French, Spanish and Arabic)
- Development and hosting of events, challenges etc. on the platform to engage as many community members as possible to use the platform independently in all facets
- Admission of users, Complaint Management, and preventive actions against harassment
- Promotion of digital training courses
- Participant and registration management for both digital and in-person S4D training courses
o event-related communications
o creation of participation certificates
Marketing:
- Development of a 2-3 min promotional video for the Global S4D Community (Why should you join? What is offered? etc.)
- Ensure that the platform is attractive for different target groups (practitioners, but also selective use by policy makers/int. partners)
- Acquisition of new institutions as partners on the platform
- Acquisition of S4D trainers worldwide and generating ideas for other target groups that may benefit from and bring value to the S4D community
- Creation guidelines/videos on how to use the platform
Fundraising:
- Fundraising for the platform
o to ensure the financial future of the platform after 3 years (by September 2025)
o to involve financial support from partners in the meantime
o to provide additional funding for further in-person S4D training courses or projects
Other:
- M&E / reporting on user behaviour and engagement
- Regular feedback opportunities for users (surveys on usage, applicability, etc.)
- Translation" of the news/content provided, suitable for social media
GIZ is entitled to extend the period for fulfilment of the original contract by unilaterally notifying the Contractor. For details, please see the special terms and conditions.
The assignment will only be entrusted to companies with the required expertise and capacity (eligible companies), which meet the criteria listed in the document "Request to participate and Eligibility declaration by applicants (Call for competition)", and which are not excluded under the terms of Sections 123 or 124 of the German Act against Restraints of Competition (GWB), or who can prove restoration of their integrity in line with Section 125 of the same act.
If there is a previously announced limit to the number of applicants, an assessment will be carried out according to the relevant evaluation scale included in the tender documents.
GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the special terms and conditions.

It is necessary to provide references in the technical field "Community Management / Communications / Fundraising / Social Media" with a minimum commission value of 70.000,00 EUR.
1. At least 2 reference projects in the technical field of "Community Management / Communications / Fundraising / Social Media" and at least 1 reference project "in the technical field Community Management" in the last 3 years.
2. The technical assessment is only based on reference projects with a minimum commission value of 70.000,00 EUR.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
