The services form part of ‘Skills Development for Youth Employment (SKYE)’ project in Nigeria. It is implemented by German International Cooperation (GIZ) on behalf of the Federal Ministry for Economic Development and Cooperation (BMZ), with the objective: The prospects of income-generating employment for Nigerian youth aged between 15 and 35 have improved in selected sectors.
The services (two work packages) support the current planning for selected instruments to deployed within the SKYE Project and the overall GIZ portfolio in Nigeria, specifically the instrument of Development Advisers.
Work Package 1: Institutional Appraisal of Partner Organisations
The appraisal will conclude with a report and cooperation agreements with prospective host institutions for each of the positions.
Work Package 2: Training of In-Company Trainers
The aim is to conclude specific Memoranda of Understanding defining the agreed contributions, and roles and responsibilities of the public and private partners.

The services tendered form part of the project ‘Skills Development for Youth Employment (SKYE)’ in Nigeria. The project is implemented by German International Cooperation (GIZ) on behalf of the German Federal Ministry for Economic Development and Cooperation (BMZ). The project goal is: ‘The prospects of income-generating employment for Nigerian youth aged between 15 and 35 have improved in selected sectors.’
The project follows an integrated approach to employment promotion. Measures on the supply side of the labour market (promotion of vocational training) are combined with measures on the demand side (development of the private sector capacities, especially micro, small and medium-sized enterprises) and with interventions in the area of employment services (job placement/matching, career counselling/guidance and labour market information).
The consultancy contract contains two distinct but linked work packages that support the overall Capacity Development Strategy of GIZ. The first work package will contribute to updating the current planning for selected instruments to deployed within the SKYE Project and the overall GIZ portfolio in Nigeria, specifically the instrument of Development Advisers. Furthermore, the second work package will contribute to the development of a capacity development tool for multipliers (In-Company Trainers/Instructors and Trainers of IN-Company Trainers) within VET institutions and selected companies.
The contractor delivers services (Work Packages) in the following fields of intervention, contributing to and supporting achievement of selected project outputs:
Work Package 1 — Institutional Appraisal of Partner Organisations
The Team Leader will conduct a series of remote interviews to identify a long list of planned or potential Development Worker positions. Out of these, up to 5 positions will be identified for an in-depth appraisal mission to be conducted during the second half of 2021. As much as possible via remote channels, key data already available for these positions will be gathered and incorporated into the Inception Report. This Inception Phase will be followed by preparation and implementation of a first on-site mission to be conducted during the second half of 2021 (provided the Covid-19 situation permits international travel). The appraisal mission will conclude with an appraisal report and cooperation agreement for each of the positions. It is expected that during the appraisal mission, specific focus will need to be placed on the conditions of training and workshop facilities required for training students or trainers/instructors of the different institutions appraised.
Work Package 2: Training of In-Company Trainers
This WP is in support of training providers, business membership organisations (BMOs) and local and internationally invested companies cooperating with the project in pilot activities aiming at introducing elements of the dual/cooperative training system to Nigeria.
The project has identified a first batch of vocational training pilot clusters and key stakeholders. The SKYE project will support selected vocational training institutes and their partnering companies in implementing a revised curriculum in selected occupational profiles. In these pilot clusters, participating institutes, companies, and Business Membership Organisations will jointly develop models that maximise the guided practical learning time for participants in piloted VET programmes. The aim is to conclude specific Memoranda of Understanding defining the agreed contributions, and roles and responsibilities of the public and private partners. Possible support by the SKYE project to the public and private partners of the VET clusters may include technical assistance.

It is necessary to provide references in the technical field ‘vocational education, at least one of which dealt with in-company training’ with a minimum commission value of EUR 200 000.00.

2) The technical assessment is only based on reference projects with a minimum commission value of EUR 200 000.00.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as:
1) The applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;
2) Complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice;
3) Complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids;
4) More than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
