The technical cooperation (TC) module aims to counteract the increasing youth unemployment in Kenya. The Kenyan government gives high priority to vocational training. However, the prerequisites for the implementation of employment-oriented, cooperative vocational training are still inadequate. The aim of the project is to create the content, personnel and organisational requirements for the pilot implementation of employment-oriented, cooperative vocational training. The project focuses on four fields of action:
1) The content-related and organisational prerequisites for an expansion of cooperative training programmes have improved;
2) VET staff are strengthened in their capacity to implement cooperative VET;
3) The state agencies responsible for the coordination and regulation of VET within the framework of the national VET reform are strengthened in their exercise of management, and
4) The content-related and organisational prerequisites for piloting the digital implementation of cooperative training programmes have been created.

Tasks to be performed by contractor:
The contractor contributes to the filed of action 1 of the project by developing two cooperative training courses with at least 30 % industry training content. One training programme is developed in cooperation with Ekerubo Egietai Technical Training Institute in Nyamira County for the vocational profile ‘plant mechanics/electronics’, and the other one in cooperation with Bumbe Technical Training Institute in Busia County, for the vocational profile ‘automotive technology’. Both training programs must be piloted with one pioneer class of at least 20 students, 30 % of them female. The contractor also extracts lessons learnt from the pilot courses and develops recommendations for replication and institutionalisation of cooperative training in Kenya.
Secondly, the contractor contributes to field of action 2 of the project by strengthening the capacity of TVET staff to implement cooperative training programs. The contractor targets a total of at least 24 TTI staff and trainers in the industry in the above-mentioned cooperative training courses in Nyamira and Busia County.
The contractor is responsible for providing the following work packages:
Work package 1: Course design: this includes development and approval of the occupational standards, CBET curricula, including all accompanying documents like learning guides, mentoring tools, assessment tools and training plans.
Work package 2: mobilisation of industry partners: Industry partners contribute to the course design, provide training slots for cooperative training and participate in the monitoring of the pioneer classes as well as in the assessment.
Work package 3: piloting the cooperative training programs: courses with a cohort of at least 20 students each and 30 % female students are implemented.
Work package 4: capacity development: targets the TVET institutions and the private sector thus they can implement the cooperative training courses effectively. Summarising lessons learnt and developing recommendations for replication and institutionalisation of cooperative training.
The above order of work packages does not imply a sequence of implementation. The bidder will present its understanding of interlinkages and time frames of key activities related to the work packages.

Abschnitt III: Rechtliche, wirtschaftliche, finanzielle und technische Angaben
1) Trading name and address, commercial register number;
2) Eligibility declaration that no grounds for exclusion in Section 123, 124 of the German Act Against Restraints of Competition (GWB) apply;
3) Eligibility declaration subcontractors if applicable;

2) At least 5 reference projects in the technical field TVET and at least 2 reference projects in the region Sub-Saharan Africa in the last 3 years.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1) The applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;
2) Complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice;
3) Complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids;
4) More than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
