The GET.invest Finance Readiness Support (FSR) — herein referred to as ‘the Assignment’ — will provide direct one-to-one advisory and coaching support to access finance for earlier-stage (i.e. pre-series A) local decentral renewable energy enterprises in sub-Saharan Africa (SSA) in its pilot phase.
GET.invest seeks to empower a currently underserved segment of local market players by providing free access to top tier advisory and coaching services in the market. These local players are critical for the long-term sustainability of the sector. They present opportunities for venture partnerships with other players and they generate jobs at the local level and contribute to overall economic growth.
Access to finance remains a major challenge for the majority of earlier-stage enterprises. Financiers continue to launch innovated solutions around catalytic financing but the enterprises require considerable support to become ready for such investments - whether debt or equity.
Issues around understanding and speaking the investor terminology, understanding how and if to scale and when, financial management and capital expenditure planning, human resource management, operations optimisation, customer management, etc. are some of the areas where support is needed.
In its first pilot, the GET.invest FSR will serve all business models offering electricity access or cooking solutions based on renewable energy in addition to models around productive use of renewable energy (i.e., solar irrigation, solar cool chains, etc). It is also possible to support business models in ‘adjacent sectors’ such as mobility (i.e., electric motorbikes).
This tender concerns setting up a framework contract with up to eight consulting firms fully focused on coaching and advisory services towards access to finance for enterprises in SSA, with demonstrated experience in supporting small-scale, decentralised renewable energy businesses pre-series A access finance.
Through the framework agreement, GET.invest would be able to scale up its services and leverage the deep market knowledge of the resulting poor members.

This assignment concerns providing coaching and advisory to early-stage (pre series A), local decentral renewable energy enterprises in sub-Saharan Africa as a starting pilot by GET.invest.
The services will be deployed through a framework agreement, which will assemble specialist consultancy companies in a scalable contractual agreement with GET.invest (GIZ). This tender process hence will establish a ‘pool’ of a number of qualified consultancies that will be drawn upon by GET.invest to deploy services under the GET.invest Finance Readiness Support.
This will allow GET.invest to provide financial resources to the pool members to deploy their services
(a) to pre-existing pipelines of clients (provided it meets agreed upon criteria); and/or
(b) for identification and due diligence activities of additional pipeline of clients.
The main tasks for the resulting pool members would be:
(a) advisory to existing pipeline: pool members (i.e., winning bidders) provide advisory services to clients (i.e., enterprises), subject to an agreed upon approval process during the inception phase;
(b) origination/deal sourcing of additional pipeline: pool members carry out various deal sourcing activities to identify new clients to benefit from the advisory services advisory services to be provided cover a broad area of expertise from financial to operational management and ultimately leads to a successful acceptance by a financier for their intake.
Therefore, having an active and broad network of financiers is critical to the successful delivery of expected results of this assignment (i.e., business/project proposal accepted for a financier's intake).

Abschnitt III: Rechtliche, wirtschaftliche, finanzielle und technische Angaben
1) Trading name and address, commercial register number;
2) Eligibility declaration that no grounds for exclusion in Section 123, 124 of the German Act Against Restraints of Competition (GWB) apply;
3) Eligibility declaration subcontractors if applicable;
4) Association clause if applicable.
1) Average annual turnover for the last 3 years (last-but-four financial year can be included in case of tenders held within 6 months of end of last financial year), at least: EUR 200 000;
2) Average number of employees and managers in the last 3 calendar years, at least 3 persons.
1) The technical assessment is only based on reference projects with a minimum commission value of XX EUR;
2) At least 5 reference projects in the technical field coaching, advising and access to finance for one or several of the following business models:
(a) Suppliers, retailers and distributors (especially ‘last-mile’) of sustainable energy solution, incl.:
— clean cooking solutions providers (manufactures and distributors);
— off-grid solar products (PAYGO and Non-PAYGO);
— productive use;
(b) mini-grid developers and operators;
(c) C&I developers (mostly non corporate PPA) and at least 3 reference projects in the region sub-Saharan in the last 3 years.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1) The applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;
2) Complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice;
3) Complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids;
4) More than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
