Entrepreneurship promotion project as part of a broader co-financing partnership with Sasol, a South African chemicals and gas company, implemented by the regional Employment and Skills for Development in Africa (E4D) in the two districts of Inhassoro and Govuro in the province of Inhambane in Mozambique. The aim is to improve the employment and income situation for the people living in these two districts by offering entrepreneurship training, mentoring/coaching and access to an entrepreneurship fund.

The regional Employment and Skills for Development in Africa (E4D) programme funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-funded by the United Kingdom through DFID, by Norway through Norad, by the European Union as well as several private sector partners, such as Sasol, Shell, Tullow Oil or Rio Tinto is being implemented in six different African countries by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The objective of the programme: The employment situation and economic situation of job seekers, employees and companies have improved because of public-private cooperation arrangements. Based on the integrated approach towards promoting employment, the project establishes public-private partnerships in the areas of vocational education and training, vocational preparation and job placement, and promoting small and medium-sized enterprises.
In March 2020, E4D and Sasol Petroleum Temane, Limitada signed an agreement for a new partnership, the so-called Pande-Temane Economic Development Programme (PTEDP). Both parties share an interest in supporting local economic development in the Inhambane province and the district-level locations where Sasol's business interests are located (Inhassoro and Govuro). Sasol and GIZ have agreed to work together on the following five programmatic focus areas, which are also in line with the focal areas of the local development agreements (LDAs) that SASOL has signed with more than 30 communities in the two districts:
— assessing the feasibility of promoting local economic development in Inhambane province,
— local value chain development,
— entrepreneurship development
— gaining access to electricity and clean cooking
— supporting the Inhassoro Training Center (ITC) and matching TVET graduates to employment opportunities.
The successful tenderer shall implement the programmatic focus area on entrepreneurship development, which mainly consists of three main fields of activities:
1) Basic entrepreneurship trainings for 500 entrepreneurs;
2) Individual mentoring/coaching for 250 selected entrepreneurs;
3) Implementation of a business development fund and facilitating access to finance.
The majority of people living in the two districts of Inhassoro and Govuro are poor and vulnerable. Only 13 % of the population live in urban areas and the illiteracy rate of the population is 32 %. Below 2 % of the residents complete secondary school. Most of the economic activities practiced by the community are informal. This context influences the type of entrepreneurial activity that can be found in the two locations (mostly micro businesses, household enterprises and self-employed) and must be carefully considered when selecting a suitable training approach and designing the entrepreneurship trainings.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as:
1) The applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;
2) Complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice;
3) Complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids;
4) More than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
