The objective of the GIZ project is to strengthen capacities of key governmental-notably Ministry of Finance and Economic Planning-and academic actors in Rwanda to formulate economic and investment policies. This tender seeks an international partner (an EU university, consortium of EU universities/research institutes, possibly coordinated by a consultancy firm) to establish and implement academic cooperation and an interuniversity academic partnership with the University of Rwanda (UR), College of Business and Economics (CBE), School of Economics (SoE). The main tasks are: joint implementation and improvement of the ‘MSc Programme in Economics with focus on Applied Quantitative Economics’, with a view to obtaining international accreditation; and joint enhancement of the SoE research programme and research cooperation with national and international universities/research institutes.

The GIZ Macroeconomic and Investment Policies (MIP) project works with the Ministry of Finance and Economic Planning (MINECOFIN) in Rwanda. The overall objective of the GIZ MIP project in its 3rd phase (August 2021 to July 2024) will be: ‘The capacities of key governmental and academic actors in Rwanda to formulate macroeconomic and investment policies geared toward inclusive and sustainable growth have been strengthened.’
The GIZ MIP project aims at strengthening capacities and institutions for economic analyses and evidence-based policymaking in three ways:
— strengthening capacities of the Chief Economist Department (CED) to undertake macroeconomic projections and macroeconomic, tax and income distribution policy (impact) analyses;
— strengthening capacities of the National Development Planning and Research Department (NDPR) to appraise public investment programmes and implement the 2017 National Investment Policy; and
— strengthening national capacity for training applied economists and for economic research, while promoting public dialogue on economic policies in Rwanda-notably through national institutions like the University of Rwanda (UR), the Institute of Policy Analysis and Research (IPAR), and the Economic Policy Research Network (EPRN).
In this tender, the GIZ MIP project seeks an international partner (an EU university, consortium of EU universities/research institutes, possibly coordinated by a consultancy firm) to establish and implement academic cooperation and an inter-university academic partnership with the University of Rwanda (UR) in the field of economics. The core task is the joint implementation and improvement of the ‘MSc Programme in Economics with focus on Applied Quantitative Economics (AQE)’ at the School of Economics (SoE), College of Business and Economics at UR, with a view to obtaining international accreditation. The subsidiary task is the joint enhancement of the SoE research programme and research cooperation with national and international universities/research institutes.

Abschnitt III: Rechtliche, wirtschaftliche, finanzielle und technische Angaben
1) Trading name and address, commercial register excerpt;
2) Eligibility declaration that no grounds for exclusion in Section 123, 124 of the German Act Against Restraints of Competition (GWB) apply;
3) Eligibility declaration subcontractors if applicable;
4) Association clause if applicable.
1) Declaration on the average annual turnover for the last 3 financial years (last-but-four financial year can be included in case of tenders held within 6 months of end of last financial year);
2) Declaration on the number of employees as at 31.12. of the previous year.

It is necessary to provide references in the technical field ‘Economic policy advice’ with a minimum commission value of EUR 300 000.00.
1) At least 2 reference projects in the technical field ‘Economic policy advice’ and at least 1 reference project in Africa in the last 3 years;
2) The technical assessment is only based on reference projects with a minimum commission value of EUR 300 000.00.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1) The applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;
2) Complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice;
3) Complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids;
4) More than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
