GIZ - Who we are
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a global service provider in the field of international cooperation for sustainable development with more than 24,000 employees worldwide.
The GIZ Innovation Fund
In 2017, the GIZ Innovation Fund (IF) was initiated as GIZ"s corporate intrapreneurship programme. The programme is implemented by the Competence Center for Innovation, Knowledge Sharing and Learning in the Sectoral Department. The IF aims at identifying innovative ideas within GIZ with the potential to become scalable products and services addressing development cooperation objectives. It serves as an internal space for testing innovative ideas, building innovation capacities among staff, and fostering an innovation culture within GIZ. The IF is open to all GIZ employees also in cooperation with external partners. Currently, the IF is preparing to implement two programme cycles over a period of three years (2023-25).

Programme Design
Methodologically, the GIZ Innovation Fund builds on approaches for agile product development, such as Human Centred Design and Lean Start-Up.
The Innovation Fund consists of four programme phases: (1) A company-wide call for Ideas during which teams can submit ideas. The most promising 25 teams are selected to proceed into the next phase. (2) The Launchpad is a self-guided e-learning course, that supports team to validate their ideas and rework their application. (3) After the Launchpad, a jury choses six teams to participate in the six-month Accelerator Programme during which teams develop high-fidelity prototypes. (4) At a Final Pitch Event, the jury choses two teams to enter the last part of the programme - the maturation phase. Participating teams receive further support by the Innovation Fund and the Business Development unit of GIZ (AGE) to implement and scale their ideas within GIZ.
Since 2020 the programme is implemented in virtually, working with digital tools such as Conceptboard, MS Teams and Atingi to deliver an engaging learning experience. In the future, the programme will implement one in-person workshop in Berlin/Germany, the rest of the programme will be realised virtually (tbc).
GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the terms of reference (Section 7.2 Expansion of the service content).

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
