The garment industry in Cambodia is still in need of a crucial modernization process, in which sustainable production is a success and a competitive factor. However, the basis of a holistic understanding of sustainability is lacking among stakeholders to shape this reform process and strategically develop the sector. The effective implementation of legislative and regulatory requirements for aspect such as social security, occupational health and safety, and preservation of the environment is progressing at a slow pace. In addition, the interaction between government, private economy and civil society is stalled by reservations and low acceptance. Increased compliance with sustainability standards promises to improve market opportunities while mitigating the social disruption and environmental damage in the country.
To address these issues, the German Federal Ministry of Economic Cooperation and Development commissioned the project "Sustainable textile industry in Cambodia". It shall support the textile industry in Cambodia in its transformation towards more sustainability and aims to have "[public] and private participants [...] increasingly [use] approaches for a socially, environmentally, and economically sustainable transformation of the textile economy in Cambodia". The project focuses on improving the textile supply chain to a fair production for people and the environment. It identifies the common interests of key actors - in the factories, ministries, civil society, and international brand manufacturers - and brings them together with the aim of developing a shared vision of sustainability and promoting greater cooperation, including the improvement of compliance with social and environmental standards in the supply chain. Such an approach can pave the way for qualitative growth alongside price competition.
Cambodia"s competitive disadvantages compared to other regional production countries can be changed by strengthening management capacities, which is one of the four main aspects of the project: "Output 4 - Service offers to strengthen sustainable management capacities in production are available".
Challenges of the textile industry shall be addressed by strengthening management capacities in factories by local service providers. Although there are many stakeholders involved and service providers are available for certain topics in Cambodia, technical input is to some extend still depending on foreign experts since local service providers lack the respective capacities. Based on a demand and supply study, a good understanding of currently accessible service offers, and their quality should be identified. To achieve a clear picture of the potential sustainability of these service offers, it needs to be established which service offers factories would be willing to invest in (pay for), once they are on the portfolio of local service providers. The assignment"s goal is therefore to develop demand driven service offers and build the capacities of local service providers to deliver them to the Cambodian textile industry. The service offers shall concern business services focussing on productivity/quality management, social sustainability (e.g., working conditions, gender equality), environmental sustainability, digitalization of processes (e.g., wage digitalization) and/or human rights due diligence requirements (e.g., reporting on risk management).

The assignment"s goal is to develop demand driven service offers and build the capacities of local service providers to deliver them to the Cambodian textile industry. The service offers shall concern business services focussing on productivity/quality management, social sustainability (e.g., working conditions, gender equality), environmental sustainability, digitalization of processes (e.g., wage digitalization) and/or human rights due diligence requirements (e.g., reporting on risk management).
To work towards the above-mentioned, the contractor is responsible for providing the following:
1. Inception phase (identification of needs, prepare implementation)
The purpose of the inception phase (~4 months) is to analyse the demand and supply of business development services in the field of strategic and/or operational management capacities for textile companies (e.g., productivity/quality management, social sustainability (e.g. working conditions, gender equality), environmental sustainability, digitalization of processes (e.g. wage digitalization) and/or human rights and environmental due diligence requirements (e.g. reporting).
The inception phase will comprise the following sub-tasks:
- Demand Study
o The goal of the demand-study is to identify the needs of Cambodian textile and garment manufacturers to improve their strategic and operational management.
- Supply-Study
o The goal of the supply-study is to identify the service offer capacities, availability, gaps, quality of existing services training needs of existing service providers and the industry"s current demand for existing/new services.
- Recommendations and Implementation Strategy
o Based on the results of both studies, the contractor shall develop a concrete recommendation for 3 new service offers and refine the implementation strategy for the assignment.
o Additionally, the contractor shall develop an integrated strategy of how to facilitate the roll-out of new service offers to encourage the introduction of new sustainable management systems at factory-level.
2. Implementation Phase (Developing services to strengthen sustainable management capacities in cooperation with local service providers)
Having assessed the demand for and supply for advisory services in the field of strategic and operational management for textile- and garment manufacturers in Cambodia, this work package will involve several actions designed to strengthen the BDS Ecosystem in Cambodia via capacity building (CB):
- Develop 3 Business Development Services:
o Prepare concepts including the content and capacity building programmes (incl. training material, methodology, etc.) based on the findings of the demand and supply study.
- Select at least 3 local service providers
o based on transparent selection criteria, e.g., access and market experience within Cambodian textile- and garment industry, as well as gender balance
- Enable local service providers to implement the BDS (ToT)
o Organising and conducting initial Training-of-Trainers
o Regular follow-up and adjustments trainings
- Reporting to GIZ
3. Facilitation of roll-out of new BDS on management systems by local service providers in 50 Cambodian factories
The goal of this work package is to facilitate the roll-out of BDS in at least 50 factories via the previously selected and trained service providers (see WP 2) and based on the roll-out strategy developed in WP 1. By introducing or improving management systems of 50 Cambodian textile and garment factories, their performance in productivity/quality management, social sustainability (e.g. working conditions, gender equality), environmental sustainability, digitalization of processes (e.g. wage digitalization) and/or HREDD (e.g. reporting on risk management) shall be strengthened. The improvements in the respective area should be documented (quantitatively) by the service providers and verified by the contractor. A share of at least 15 factories shall have taken gender-specific issues into account in their management. It is also the contractor"s responsibility and its expert pools to provide regular support to trainers during the roll-out and monitor the successful implementation of BDS.
GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the terms of reference.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
