The Refrigeration and Air Conditioning (RAC) sector is estimated to account for about 13% of global greenhouse gas emissions by 2030 and has been identified as one of the fastest growing energy consuming sectors in developing countries. Due to the large mitigation potential and available technology options, the RAC sector plays a critical role in planning and implementing ambitious National Determined Contributions (NDCs) for an increasing number of countries. Although attention to the RAC sector in national climate change strategies is growing, there is often a lack of more holistic approaches that focus on both climate-friendly refrigerants and appliance efficiency measures. Comprehensive cooling sector approaches with a higher level of ambition are essential for the NDC revision and implementation in the next three years.
The global project "Cool Contributions fighting Climate Change II" (C4 II) assists policymakers in designing national mitigation strategies for their RAC sector to meet the increasing ambition levels expected in revised NDCs. By aligning efforts taken under the two relevant international regimes, the United Nations Framework Convention on Climate Change (UNFCCC) and the Montreal Protocol (MP), the RAC sector can make a significant contribution towards reaching the 2GradC or, respectively, 1.5GradC, target.
The project assists in implementing NDC measures in the RAC sector, and simultaneously supports the development of more differentiated and ambitious NDC cooling targets and actions.
Building on long-standing cooperation and transformation processes, the project improves national structures in the partner countries Costa Rica, Grenada and the Philippines for the implementation of NDC strategies in the RAC sector, taking into account a holistic approach (e.g. also the increase of building efficiency standards to reduce the cooling load as preventive measures). In addition, best practices, proven tools, and methods will be processed and replicated. As an example, the results and experiences for Grenada can be directly applied to numerous small island states.
The RAC sector specific NDC strategies developed for the Philippines, Grenada, and Costa Rica with the help of the preceding project Cool Contributions fighting Climate Change l (C4 I) as well as their preparation process represent valuable good practices. These are to be processed (in the form of guidelines and blueprints) and made usable for additional countries via C4 II. The reliable data collected in the context of the sector-specific greenhouse gas inventories offer good opportunities for partner countries to implement cost-effective and socially acceptable climate change mitigation measures.

The contractor will contribute to the achievement of the target indicators, outcome and output indicators of the project. The contractor will be responsible for activities of three work packages (WPs) with accompanying milestones.
With regard to WP 1 Advisory of the three partner countries Costa Rica, Grenada, and the Philippines in the implementation of NDC measures in the RAC sector, the contractor shall:
- Provide guidance on coherence improvement between ozone, energy, and climate change units and RAC NDC ambition enhancement of the partner countries
- Support the revision of national policy instruments (e.g. F-gas standards, appliance and building efficiency standards and comparative / endorsement labels public procurement standards)
- Support the development of capacities and raising awareness
- Advise partner countries in accessing international finance and development of national financing mechanisms
- Support the improvement of the measurement, reporting and verification (MRV) system in the RAC sector
With regard to WP 2 Support additional countries in the application of best practices, proven tools, and methods for the development of RAC-specific NDC strategies, the contractor shall:
- Review and further develop proven methods and instruments of C4 I
- Provide assistance to process ad-hoc requests submitted via the project help desk
- Promote the replication of proven experiences in other countries
- Provide target-oriented and selective technical assistance to additional countries via calls for proposals
With regard to WP 3 Development of concepts to harmonize structures and measures in cooperation with relevant institutions in the context of the UNFCCC and the Montreal Protocol, the contractor shall:
- Develop publications and position papers
- Advise on the design of a coordinated financing framework in the context of the UNFCCC and the Montreal Protocol
- Support the mainstreaming of the Green Cooling approach and instruments in multilateral processes

A selection will be made under all eligible participants based on the following criteria:
Technical experience
1. Experience in NDC advisory regarding the development of GHG mitigation strategies in the RAC sector - 25%
2. Advisory of countries and institutions on climate finance solutions in the RAC sector - 20%
3. Policy advice related to UN, German or EU organisations and institutions workin with the RAC sector -15%
4. Advisory in the implementation of Montreal Protocol projects -15%
5. Experience in the conceptualisation and implementation of capacity building measures in the RAC sector - 5%
Experience of development projects (at least 50% ODA-financed) - 20%

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
