This call for tenders is part of the cooperation between the West African Power Pool Secretariat (WAPP) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). It is part of the Regional Programme 'Promotion of a Climate Friendly Electricity Market in the ECOWAS Region - Phase 2 (ProCEM2)' in support of the WAPP.
This comprehensive programme is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and supports WAPP, the ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE) and the ECOWAS Regional Electricity Regulatory Authority (ARREC) on several types of issues. The ProCEM2 programme has a duration of 3 years (01/2022 to 12/2024).
Following the example of the previous ProMERC 1 programme, which focused mainly on reducing distribution losses at the level of electricity distribution companies in the ECOWAS region for the period 2018-2020, the present programme intends to broaden its scope of intervention by extending its support to the operational performance of electricity companies to enable them to be sufficiently viable to participate in the regional electricity market
The purpose of this tender is to recruit a consultancy firm whose mission is to identify the challenges and critical factors affecting the efficiency, performance and sustainable operational service delivery of selected utilities in West Africa and to recommend the establishment of a loss tracking system, action plans and corrective measures to improve their operational performance.

The purpose of this tender is to recruit a consultancy firm whose mission is to identify the challenges and critical factors affecting the efficiency, performance and sustainable operational service delivery of selected utilities in West Africa and to recommend the establishment of a loss tracking system, action plans and corrective measures to improve their operational performance.
GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the terms of reference.
I. Technical experience
1. Development of a set of performance monitoring of losses and measurement indicators: 18%

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
