Support for decentralisation policies and regional and local institutions and actors represent an important building block to contribute to stabilisation and socio-economic development in Mali. More than two decades of a practice of local self-government have indeed strengthened the social acceptance of local authorities as service providers and economic locations and confirmed their role as key actors in reconciliation and reconstruction. However, institutional and technical deficits at the actor level continue to stand in the way of efficient and good governance in the regions, counties and municipalities.
Strengthening the competencies of the mandate holders and functionaries of the local authorities, promoting dialogue formats between the administration, citizens and representatives of the private sector, and improving the accountability of the local authorities to the population increase the population's trust in the political institutions and thus contribute to the stabilisation and development of the country.
This is the basis for the TC project "Decentralisation and Good Governance (PADRE III)", which is being implemented by GIZ on behalf of BMZ and aims to strengthen the role of local authorities in socio-economic development. It has a duration of 36 months (01.2022 - 12.2024) and a budget of 7 million euros. Accompanying measures are provided through four axes of intervention: The first axis strengthens transparent and compliant financial management in the target municipalities. The second axis facilitates dialogue on socio-economic resilience in the context of Covid-19 between local authorities and civil society organisations. The third axis contributes to improving cooperation between local private and public actors to promote the economy and employment. The fourth axis strengthens networked learning in the multi-level system.

The mission contributes to improving cooperation between private and public actors in the intervention regions in order to promote the economy and employment. It aims to strengthen the capacity of regional councils for regional economic development by creating an enabling framework for regional private sector development. In addition, measures to support the development of the regional private sector are to be implemented, including the conclusion of two so-called "Integrated Development Partnerships with Business" (iEPW) in two of the three partner regions. Specifically, this means the provision of technical and organisational advice and support to the regional partners in the prioritisation of measures to promote regional economic development and their implementation.
In this context, the call includes the following work packages:
1. capacity development of regional actors for the creation or continuation of the public-private dialogue formats in the three intervention regions.
2. support for updating the action plans of the public-private dialogue formats in the three intervention regions.
3. support for the implementation of measures identified in these action plans.
4. support for the conclusion of one iEPW in each of two of the three intervention regions.
5. promoting learning from the experience gained through the implementation of the iEPWs.
To this end, the contractor will deploy a team leader, a regional economic development expert and a short-term public-private partnership expert in each of the three intervention regions.
The contractor will work closely with GIZ to support capacity building of the process participants.
GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the terms of reference.
A selection will be made under all eligible participants based on the following criteria:
I. Technical experience
1. 4 experiences in the field of decentralisation at regional government level: 20%
2. 2 experiences in public-private dialogue: 15%
3. 2 experiences in establishing public-private partnership contracts: 15%
4. 3 experiences in the field of local economic development: 10%
II. Regional experience in Western and/or Northern Africa: 30%
III. Experience of development projects (at least 50% ODA-financed): 10%

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
