81281847 - Implementation Support for Municipal Energy Management Systems (MEMS)
Since 2011, the South African-German Energy Programme (SAGEN) collaborates with South African partners from government and the private sector to promote a diverse and inclusive energy transition for all. SAGEN Output 4 focuses on improving municipal energy management. The scope of work under this contract relates to Activity Area 4.1 "MEMS Implementation Support for selected municipalities" in order to (i) continue supporting the municipalities already previously engaged with SAGEN towards the development of ambitious, yet realistic Municipal Energy Efficiency Action Plans (MEEAPS) and measurable energy efficiency interventions; (ii) expand the scope of close engagement to additional municipalities to be selected via a transparent and fair selection process; and (iii) develop a valuable Toolbox and provide technical training material and ad-hoc capacity to set the basis for future replication, expansion and scale-up of such MEMS activities to a larger number of municipalities in the future.
South Africa
Since 2011, the South African-German Energy Programme (SAGEN) collaborates with South African partners from government and the private sector to promote a diverse and inclusive energy transition for all. The progamme"s activities are closely coordinated and implemented with the Department of Mineral Resources and Energy (DMRE), National Treasury, Eskom, the South African Local Government Association (SALGA), and engaged municipalities.
The main factors driving the energy transition include the economic and political drive towards low-cost clean energy solutions, the acceleration of decentralised power generation technologies, increased digitalisation, and energy efficiency reaching across entire power systems. These changes are causing a structural shift in the way power systems and markets are set up and operated. The 4th iteration of SAGEN (SAGEN4) will start in January 2021 and will last three years until December 2024. It will focus its support on 4 key areas:
- Power sector reform (SAGEN Output 1)
- Power systems planning and operation (SAGEN Output 2)
- Embedded generation in distribution networks (SAGEN Output 3)
- Municipal energy management (SAGEN Output 4)
Within SAGEN4"s broad scope of strengthening the competencies and capacities of the public South African partner institutions for an ecologically and economically balanced energy transition in South Africa, Output 4 aims to enable selected municipalities to improve their electricity management, with a focus on electricity and more specifically on municipal own electricity consumption (including cross-cutting technologies like cogeneration). The scope of work under this contract relates to Activity Area 4.1 "Municipal Energy Management Systems Implementation Support for selected municipalities".

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
