Tunisia, due to its renewable energy potential, proximity to Europe, and qualified technical workforce, benefits from good conditions to become a PtX producer and exporter. The technical potential of renewable energies in Tunisia is sufficient to meet both domestic demand and to produce green hydrogen for export. Against this backdrop, a new project H2Vert.TUN will be implemented by GIZ with the Tunisian ministry in charge of energy on behalf of the BMZ (German Federal Ministry for Economic Cooperation and Development). The overall objective of the project is to improve the framework conditions for the development of a value chain based on renewable energies for green hydrogen and its derivatives in Tunisia.
It is planned that the GIZ project is based on three strategic components, in alignment with the priorities of the Tunisian government during 3 years of duration, from 02/2022 until 01/2025
Component 1: Development of the national green hydrogen strategy.
Component 2: Support for the creation of a green hydrogen economy; and
Component 3: Strengthening research, training, and innovation.
1-Development of the national green hydrogen strategy:
Output: Qualified decision-making bases for improving strategic and regulatory framework conditions for a green hydrogen / Power-to-X economy in Tunisia are available to political decision-makers.
2-Support for the creation of a green hydrogen economy
Output: Companies in Tunisia are provided with a better basis for making decisions about investing in a green hydrogen / Power-to-X economy.
3- Strengthening research, training, and innovation
Output: A technology roadmap for green hydrogen and its Power-to-X derivatives products with an associated action plan has been published in a participatory manner by national and international research institutions

The objective of this service contract is the preparation of the Green Hydrogen and PtX Roadmap and Strategy in Tunisia, the corresponding action plans (part 1) as well as the preparation of three sectoral strategies, action plans and roadmaps for Green Hydrogen and PtX to 2050 (part 2). For the implementation of these tasks and other relevant work, a project team as well as a pool of national and international short-term experts shall be established.
This service contract supports a new 3-year project (H2Vert.TUN) of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) currently under preparation in Tunisia, at the request of the Ministry of Industry, Mines and Energy (MIME) of the Tunisian government to the German Federal Ministry for Economic Cooperation and Development (BMZ).
The support provided by the consultancy is to contribute to the H2Vert.TUN project outcomes, particularly strategic and technical advice under component 1.
The scope of work under this service contract includes the following two main parts and key activities, which are to be structured according to the main expected results:
1. Part 1: Participatory preparation of a Green Hydrogen and PtX Roadmap, Strategy, Action Plan and National Plan for 2050;
This new strategy for green hydrogen and PtX will provide a high-level vision for Tunisia by 2050, covering all major economic sectors. A coherent assessment of the opportunities of green hydrogen and PtX for Tunisia, including the associated costs, benefits and risks, to prioritise possible technological, industrial and sectoral pathways over the next decades. In line with similar hydrogen and PtX strategies in the MENA region and Europe, a set of common technical and economic performance indicators shall be established, e.g. electrolyser capacity, renewable energy production capacity and green hydrogen and PtX production. The roadmaps should map out these national indicators for each decade up to 2050.
The roadmap to this national strategy should provide an overall strategic vision and identify key stakeholders and/or groups and suggest their role and potential links, including synergies with international partners that may support specific activities. The action plan will describe the specific tasks and allocations of national/international resources. Other digital tools related to the strategy and aimed at decision-makers will be developed during this process.
2. Part 2: Participatory preparation of at least three sectoral strategies, action plans and roadmaps for green hydrogen and PtX up to 2050.
The second part encompasses the participatory preparation of at least three sectoral strategies (sub-strategies) for green hydrogen and PtX, action plans and roadmaps to 2050 and recommendations for other tools associated with the sectoral strategies for political decision makers. According to current knowledge, H2 / PtX technologies with potential in Tunisia include the production of green hydrogen by electrolysis, the production of green ammonia from green hydrogen and, in the long term, the production of green synthetic fuels (e.g. methanol, paraffin) from green hydrogen. Importantly, exporting opportunities for these green H2 / PtX products shall be examined (e.g. by pipeline or by sea).
In line with part 1, the contractor shall ensure coherence between the national and sectoral strategies, action plans and roadmaps to 2050. Based on the progress made, the contractor shall assist in prioritising and finalising the selection of the three sectoral strategies. It is likely that research, innovation and development for green hydrogen and PtX will be focus areas.
In addition to the team leader and key experts, the consultancy will establish a pool of national and international short-term experts that can be deployed flexibly according to the specific needs of the H2Vert.TUN project. The experts assigned to the pools will be expected to work in support of assignments involving: 1) policy analysis and advice; 2) highly technical tasks; and 3) transfer of experience, expertise and conceptual know-how (e.g. on methodological concepts and tools) to the project partners and beneficiaries. In addition, the short-term experts may be asked to contribute to the capacity development of partner institutions and individuals (e.g. training, workshops, exchanges, etc.).
The consultancy shall provide short-term experts for individual tasks, report according to GIZ requirements, and ensure high-quality deliverables. The contractor must be able to provide advice based on experience gained in other countries. The consultancy must demonstrate adequate technical knowledge and experience in the fields of hydrogen economy development and Power-to-X. The team should be able to react to changes flexibly way and work in close collaboration with the H2Vert.TUN project team.
Finally, the consultancy will be expected to actively contribute to the knowledge management and exchange functions of H2Vert.TUN. This includes supporting the development and implementation of a results-based monitoring system for the project; sharing tools, experiences and lessons learned within GIZ and with relevant stakeholders; and contributing to the identification of project opportunities and the development of project proposals.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
