In Togo, the health situation of the population continues to stagnate at a low level and since 2013 this is reflected, among other things, by an unchanged neonatal mortality rate of 27 per 1,000 live births (Multiple Indicator Cluster Survey, MICS 2017). At the same time, the birth rate of 4.8 children per woman and the maternal mortality rate of 401 per 100,000 live births (Demographic and Health Survey, DHS, 2013) are among the highest in the world. Although contraceptive prevalence has increased from 16.7% to 20.3% since 2016, unmet need for family planning remains very high at 33.6% of women.
The project "Health System Strengthening - Reproductive Health and Sexual Rights" (ProSanté) financed by the Federal Ministry of Economic Cooperation and Development (BMZ) is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and is part of a joint programme with the German Development Bank (KFW). ProSanté aims to improve the quality and use of basic health services, particularly in the area of sexual and reproductive health and rights (SRHR), in Togo. The first component of the project supports the operationalisation of a national quality management system, the second component informs communities about a range of sexual and reproductive health topics, the third component aims to improve the Ministry of Health"s steering and management capacities and the fourth component increases the country"s preparedness and response capacities to epidemic-prone diseases such as COVID-19. The project is implemented on a multi-level basis: the Togolese Health System and MoH (macro), the regional health authorities (meso) and healthcare facilities and communities (micro). The project has a duration of 3 years and two months (from 11/2020 to 12/2023) and a total budget of EUR 14.140.000.

The technical cooperation project "ProSanté" aims to improve the quality and use of basic health services, particularly in the area of sexual and reproductive health and rights (SRHR), in Togo. The first component of the project supports the operationalisation of a national quality management system, the second component informs communities about a range of sexual and reproductive health topics, the third component aims to improve the Ministry of Health"s steering and management capacities and the fourth component increases the country"s preparedness and response capacities to epidemic-prone diseases such as COVID-19.
A first phase of ProSanté took place from 07.2017 to 11.2020 (3 years) during which activities to improve the quality and use of SRHR services were implemented in 30 healthcare facilities of the Kara Region. Following the outbreak of the Coronavirus pandemic in March 2020, an additional funding was granted to the project to support Togo with its response.
A follow-up project was then granted by the BMZ for the period 11.2020 to 10.2023 which corresponds to the current module. For this new phase, ProSanté extended its sites of intervention to 50 additional healthcare facilities in the Kara Region. However, after the intergovernmental negotiations between Togo and Germany in May 2021, extra funds were granted to ProSanté, allowing the project to extend its duration until 12.2023 and start its implementation in 30 additional healthcare facilities in a new region, namely Centrale Region. This recent extension to the Centrale Region is the subject of the tendered contract which comprises the following work packages:
- Component 1:
o Support of the regional authorities and the 30 selected healthcare facilities to operationalise the national quality management system
o Capacity building of healthcare providers in SRHR and other relevant topics, through trainings, on-site supervisions, etc.
o Implementation and analysis of yearly patient and providers satisfaction surveys
- Component 2:
o Identification and training of community groups on SRHR and communication topics
o Organisation of community film screenings in collaboration with Civil Society Organisations (CSOs) and other awareness-raising activities in the fields of family planning, maternal health, gender-based violence and other relevant topics
o Capacity building of CSOs in management and organisational skills
- Component 4
o Integration of the national guidelines and awareness-raising messages in all trainings and workshops in order to prevent the spread of epidemic-prone diseases such as COVID-19
o Capacity building of healthcare providers in Infection Prevention and Control
o Assessment of response capacity and resilience of the supported healthcare facilities to COVID-19 and supporting of the implementation of recommendations
- Overall
o Collection and analysis of data intended for Monitoring and evaluation of the project
o Elaboration of baseline studies, plans and other strategic documents allowing for a well-managed implementation
To this end, the contractor will deploy a team leader, a senior expert and five national long-term experts for the duration of the contract. In addition to this, the contractor will deploy a team of five mentors to coach the 30 healthcare facilities during the first year of implementation of the quality management system. The team will be occasionally supported by short-term international or national experts. The contractor will work in close collaboration with the Regional Health Authority in Sokodé and the ProSanté teams in Lomé and Kara. Approaches will be based on former achievements and results of the project in the Kara region.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
