Despite remarkable economic dynamics in recent years, the sustainable growth of the Senegalese economy is hampered by low international competitiveness, which is partly linked to a shortage of skilled labour in promising sectors. Both qualitatively and quantitatively, the Senegalese technical and vocational education and training (TVET) system is currently not sufficiently able to provide a qualified workforce with the skills required by the private sector. A better match between the supply of formal TVET and the needs of the labour market is therefore essential for sustained economic growth and to improve the employment prospects of young people.
As part of the Senegalese-German reform partnership, the technical cooperation project "Support to the TVET reform in Senegal" (appui à la réforme de formation professionnelle au Sénégal, RéFoP) aims to improve the framework conditions for a formal TVET offer that meets the needs of the economy. The first component of the project strengthens the steering capacities of public institutions in the sector, the second component improves the cooperation mechanisms between the state and the private sector for cooperative TVET and the third component supports the implementation of formal cooperative training (so-called Formation Ecole-Entreprise) in selected professional fields and regions. The Ministry of Employment, Vocational Training, Apprenticeship and Integration (MEFPAI) is the responsible Senegalese partner for the project and the German contribution, financed by the Federal Ministry for Economic Cooperation and Development (BMZ), is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The project has a duration of 36 months (06/2020-05/2023) and a budget of EUR 7,500,000 (approx. XOF 4.92 billion) for the German contribution.

The technical cooperation project "Support to the TVET reform in Senegal" aims to improve the framework conditions for a formal TVET offer that meets the needs of the economy. The first component of the project strengthens the steering capacities of public institutions in the sector, the second component improves the cooperation mechanisms between the state and the private sector for cooperative TVET and the third component supports the implementation of formal cooperative training (so-called Formation Ecole-Entreprise, F2E) in selected professional fields and regions.
The project will support, at the national level, the development/adaptation of cooperative (F2E) training programmes in for 8 occupations across 4 sectors (industry, construction and public works including renewable energies, digital economy and agro-industry). It also supports the organisation of the private sector in these areas through sectoral commissions. At the operational level, the project will support the gradual introduction of these and further occupations (to be developed in a harmonised approach with support of Swiss Cooperation), in 3 economic zones of Senegal (Dakar-Thiès, St. Louis and Ziguinchor).
In a joined-up programme of support to the Senegalese government, Germany (through the project) and Switzerland aim to support the implementation of the F2E approach in 13 occupations in 5 industry sectors across 3 economic zones/regions, working with 3-4 vocational training centres in each region as well as the companies participating in the F2E, local business chambers, professional organisations and social partners. Overall, the project thus aims to contribute to a significant scale-up of cooperative TVET programmes in Senegal, thereby offering young people access to a TVET offer that is in line with the needs of the labour market.
Against this background the tendered contract comprises the following work packages:
1. Capacity development of state and non-state actors for the coordination of the TVET offer in the target regions
2. Support for the organisation of professional branches through the setting up of sectoral commissions
3. Support for the writing or adaptation of cooperative TVET programmes according to the F2E approach
4. Support for capacity development of vocational training centres and companies to implement the F2E approach in the target regions
5. Support for the development of innovative approaches within the F2E concept
6. Support for the vocational guidance and integration of young people in the context of the F2E
7. Fostering learning from experiences in implementing the F2E
To this end, the contractor will deploy a team leader, one TVET expert in each of the three target regions as well as several short-term experts in TVET, vocational guidance, the four target industries and event moderation. The contractor will work in close collaboration with GIZ and Swiss Cooperation in support of developing the capacities of the Senegalese government and business organisations to implement cooperative training approaches.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
