The global program "Green Innovation Center in the agriculture and food sector" is part of the special initiative "One World Without Hunger" of the German Ministry for Economic Cooperation and Development (BMZ). The Tunisian component is one of the 16 country projects of the global program. The Tunisian Ministry of Agriculture, Hydraulic Resources and Fisheries (MARHP), the Agricultural Investment Promotion Agency (APIA) and the German Federal Ministry for Economic Cooperation and Development (BMZ) have agreed on the implementation of the Tunisian component, named "Innovations for Agriculture and Agro-Food" (IAAA) aimed at strengthening the innovation system of the Tunisian agricultural and agro-food sector. The project operates in 7 governorates in the North-West and Central-West of Tunisia, namely: Jendouba, Beja, Siliana, Kef, Kasserine, Kairouan and Sidi Bouzid. The project works on the sustainable development of two value chains: potato and milk.
For the potato value chain, the IAAA has established a project entitled "Innovative development of potato cultivation in the highland regions of Tunisia". It is carried out in collaboration with the Potato and Artichoke Technical Centre (CTPTA) and APIA as well as the Regional Agricultural Development Commission/ Territorial Extension Cells (CRDA/CTV) in the different regions. Its objective is the systematic and sustainable introduction of the potato in the highland areas so that small producers can increase their income. The project is currently being implemented in Kef and Kasserine.
For the potato sector, and especially for the extension system, there is a lack of information and technical skills of the producers as well as a communication difficulty. Despite the existence of technical skills at the central level and within the extension services, the level of information and technical skills of producers is still very limited. Communication difficulties persist in terms of the quality of messages and the transmission approach. In addition, the subjects of sustainability and profitability of the potato chain under uncertain climatic conditions are of great importance for all partners and actors in the chain. For this reason, the project wants to expand its activities in the potato sector by developing an andragogical training approach targeting small farmers through innovative training and agricultural advice.

The IAAA project requires a careful organization between all the actors involved (local and national) as well as highly specialized technical skills regarding potato production.
The objective of the mission is to develop and implement an innovative approach to training and extension on Good Agricultural Practices (GAP) in the potato value chain ("Innovative Potato Value Chain Training (FIP)"). This training contributes to enhancing the productivity of small-scale potato producers and multipliers, improving product quality (processing, consumption, multiplication) and creating employment in the potato value chain. This mission aims to strengthen the capacities of actors involved at all levels (CTPTA, CTVs, CRDAs) in order to improve the system of extension of good agricultural practices in potato production in Tunisia.
The bidder must present a detailed strategy for the development of a practice-oriented training approach, "in the field", for small farms affiliated to selected rural economic organizations with which the project has already cooperated.
The contractor contributes to the achievement of the corresponding indicators (direct and indirect) and the achievement of the indicators of the project objective. In order to contribute to the indicators, the bidder is responsible for the achievement of the following results:
- 5 trainers from each of the 4 governorates are to be trained, making a total of 20 trainers trained (including 35% women and 20% youth).
- At least 600 producers trained (including 35% women and 35% young people) through 30 training sessions for producers in the 4 governorates with a desired balanced distribution.
The contractor will select and recruit in consultation with the IAAA project national experts in potato production and other relevant fields, including an expert in andragogy. The composition of the group of master trainers will be:
- 1 national long-term expert (part of the contractor's team)
- 1 CIP expert (International Potato Center: who speaks English only) made available to the IAAA project
- A pool of experts (1-2 experts) recruited by the contractor
- 1-2 experts proposed by the partners (e.g. CTPTA engineer, etc.).
The contract is running for 24 months. (June 2021 to May 2023)

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
