Framework agreement for the supply, usage and disclosure of climate-related SRI data.
Deutsche Bundesbank, Beschaffungszentrum Taunusanlage 5 60329 Frankfurt am Main and — as far as applicable — the European Central Bank (ECB) and other National Central Banks (NCBs) of the euro area countries as well as other interested non-euro area Central Banks of the European System of Central Banks (ESCB), being members of the Eurosystem Procurement Coordination Office (EPCO).
The Eurosystem — the National Central Banks (NCBs) of the euro area countries and the European Central Bank (ECB) — has defined a common stance for applying sustainable and responsible investment (SRI) principles in the euro-denominated non-monetary policy portfolios (NMPPs) that they each manage under their own responsibility. Within the common stance, the Eurosystem aims to start climate-related disclosures for these types of portfolios within two years (starting in Q1 2023) including the measurement and disclosure of greenhouse gas (GHG) emissions and other SRI metrics of these portfolios and potentially others in the future.
The Eurosystem — as well as other interested non-euro area central banks of the European System of Central Banks (ESCB), being members of the Eurosystem Procurement Coordination Office (EPCO) - (all together the ‘participating central banks’ or ‘central banks’), are therefore looking for climate-related data from (up to) two climate-related SRI data providers.
Participating central banks — who would decide to order services under the envisaged framework agreement from one or both contractors - will use the climate-related data for regulatory tasks and activities being necessary for the performance of their missions and responsibilities; in particular, but not exclusively, regarding analyses and the support of climate-related disclosures of its portfolios, using the recommendations of the Task Force on Climate-related Financial Disclosures (TCFD).
The framework agreement shall have an initial term of 36 months (minimum term) and shall be extended by 12 months up to a maximum term of 48 months in total.

The participation documents can be downloaded from the German Contracting Portal (Deutsches Vergabeportal - DTVP) without the need for registration.
All communication between the companies and the awarding authority is handled by the ‘Communication’ (Kommunikation) module on DTVP in the relevant project room.
The deadline for applicants´ questions is 30 June 2021 COB.
In submitting a RFP, applicants shall send the documents requested by the contracting authority in order to assess their suitability.
The documents can be uploaded under the heading ‘Requests for participation’ (Teilnahmeanträge) - after the successful registration - on the German Contracting Portal (Deutsches Vergabeportal - DTVP).
