The Vietnam country package (GIC) is part of the global project ‘Green Innovation Centres in the Agricultural and Food Sector’ of the BMZ special initiative ‘One World without Hunger" (SEWoH). It is carried out in six central provinces of the Mekong Delta the so called ‘core rice belt’, which consists of 20 districts in An Giang, Dong Tharp, Can Tho, Kien Giang, Hau Giang and Soc Trang. The core element is the ability of smallholder farms, as well as upstream and downstream companies in the value chain (VC) rice and complementary mango value chain to use income-, employment- and quality-increasing as well as climate-intelligent innovations.
The Vietnam country package thus contributes to the objectives of the global project of increasing income, promoting employment and adapting to projected impacts of climate change as well as to the special initiative's objective of overcoming hunger and malnutrition. The situation of women and young people is to be improved, especially with regard to (youth) employment. The measures will be implemented within the framework of three core modules (or fields of action) and an adoption-focused proxy module:
1) Local innovation systems (output A);
2) Competence development (output B); and
3) Sustainable agribusiness (output C). Under ‘from innovation to mainstream’ (output D), the effective adoption and broad-scale impact of innovations promoted through the three core output areas is assessed. Natural resources management (NRM) and the adoption of climate-smart innovations to reduce the vulnerability against the projected and already occurring impacts of climate change play a crucial, cross-cutting role for GIC. The transfer of innovations and further know-how in rice and mango value chain aspects to other partner countries of the GIC in the agricultural and food industry is also of particular importance.
The lead executing agency for the project is the Ministry of Agriculture and Rural Development (MARD). At the implementation level, technical departments of MARD, provincial and local level authorities, research institutions and private enterprises play a crucial role.

The project's overall objective is to enable small-scale farmers and up- and downstream enterprises of the rice value chain to successfully implement the identified innovations in the form of adapted business models. This assignment focuses on rice producer groups and cooperatives, and the specifics of this value chain. The support rendered should focus on consolidated producer groups and formalized cooperatives. The identified innovations will increase farmers` income, improve quality of production and create additional employment opportunities.
The contractor contributes to achieving the below target indicators:
Module Indicator 1: The productivity of 20 000 small scale farmers in the rice value chain who apply the identified innovations is increased, while the use of water, pesticides, and pesticide residues is reduced.
Module Indicator 2: The income of the supported 20 000 small scale rice farmers through sale of their products in the rice value chain is increased by 15 %, and by 20 % in the Mango value chain.
Module Indicator 3: 60 % of the smallholder farms involved apply the promoted climate-smart innovations with a view to overcoming the projected impacts of climate change.
Module Indicator 4: In 70 % of the 40 promoted upstream and downstream enterprises, including agricultural cooperatives, three out of the following five parameters have improved: turnover, number of customers, formalised business relations, production costs, investments.
Module Indicator 5: An additional 200 jobs have been created by the supported enterprises, including agricultural cooperatives, up- and downstream of agricultural production, whereby youth account for 30 %, and women for 30 %.
The contractor is responsible for the following outcomes:
Work package 1: strategies and tools for collective and cooperative development
— 3 master trainers and 30 trainers and coaches for producer group and cooperative development are trained until 3 months after start of contract;
— members of the boards and operational management staff of at least 80 cooperatives and producer groups are trained, master, and implement the training content on cooperative management and accountability, including communication, and diversification planning;
— 20 000 cooperative and producer group members are trained in cooperative governance and management principles.
Work package 2: Business development through training and coaching
— 85 % of the at least 80 trained cooperatives have improved their organisational and business management capacities relevant for the adoption of innovations, based on transparent benchmarking. This results in their members' increased productivity and reduced production cost, adoption of climate, health and environment-focused production techniques, and increased income (by 15 %);
— at least 100 contracts representing at least 50 % of a group's/cooperative´s paddy production volume have been concluded and mutually respected;
— cooperatives have created at least 80 new jobs, out of which 30 % for young people, 30 % for women.
Work package 3: Members involvement, competences and strategic farm business planning through training and communication.
— 20 000 cooperative and producer group members are trained in strategic farm business planning and accounting (based on FBS approach).

Abschnitt III: Rechtliche, wirtschaftliche, finanzielle und technische Angaben
1) Trading name and address, commercial register number, extract from the commercial register;
2) Eligibility declaration that no grounds for exclusion in Section 123, 124 of the German Act Against Restraints of Competition (GWB) apply;
3) Eligibility declaration subcontractors if applicable;
4) Association clause if applicable.
1) Average annual turnover for the last 3 years (last-but-four financial year can be included in case of tenders held within 6 months of end of last financial year), at least: EUR 900 000.00;
2) Average number of employees and managers in the last three calendar years, at least 30 persons.
1) The technical assessment is only based on reference projects with a minimum commission value of EUR 250 000.00;
2) At least 5 reference projects in the technical field development of rural cooperatives and at least 2 reference projects in the region South-Eastern Asia in the last 3 years.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1) The applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;
2) Complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice;
3) Complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids;
4) More than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
