The EU4 Energy Transition: Covenant of Mayors in the Western Balkans and Turkey is a multi-donor project that is jointly co-financed by the European Union and the German Federal Ministry for Economic Cooperation and Development and implemented by GIZ in Western Balkans and Lithuania"s Central Project Management Agency (CPMA) in Turkey. This project will tackle climate change and support the energy transition in the Western Balkans and Turkey through an increased uptake of the Covenant of Mayors for Climate and Energy Initiative (CoM) in the region. It supports Local Self-Government Units (LSGU) authorities to translate their ambitions to reduce greenhouse gas (GHG) emissions into reality and enhance resilience to climate change impacts, while taking into account diversity on the ground.
The overall objective of the project is to deliver on the energy transition and tackle climate change in the Western Balkans and Turkey. The specific objective is to support the CoM LSGUs of the Western Balkans and Turkey in delivering on their pledges under the energy and climate targets.
The starting point of the project is the CoM initiative. By joining the initiative, LSGUs commit themselves to contribute to the EU's climate protection goals and to develop a Sustainable Energy and Climate Action Plan (SECAP). In line with this, LSGUs that express their will to become part of the CoM family, commit themselves to achieving the set targets by 2030, as well as to develop and implement adaptation plans and actions.
The action will work towards these objectives by achieving the following six outputs:
Output 1: Municipalities are empowered to participate in a multi-level governance for the development and implementation of energy and climate policies.
Output 2: Regional and inter-regional cooperation between the CoM initiatives and the energy and climate municipalities in the Western Balkans and Turkey supports the achievement of CoM goals.
Output 3: SECAPs are developed.
Output 4: Small-scale SECAP projects are implemented.
Output 5: Monitoring and reporting processes in line with CoM requirements are operational.
Output 6: The Western Balkans and Turkey CoM supporting structure is operational.

A number of LSGUs have been selected in each of the 6 countries of the Western Balkans to receive support for the development of their SECAP. Initial support has already been provided to these LSGUs as a preparation for the development of their SECAP, including the following:
- Capacity development measures with initial trainings on SECAP content and development process,
- Support to LSGUs with setting up SECAP Working Groups (WG) (municipality representatives) and advisory groups (external stakeholders),
- Initial assessment of LSGUs" starting point regarding existing energy and climate strategic framework, availability of data, sectors of focus for mitigation and adaptation actions.
Each supported LSGU has set up a SECAP Working Group which includes a SECAP coordinator and a small number of representatives from all relevant LSGU departments. This group is responsible for providing all necessary data and making relevant decisions throughout the process of SECAP development. Additionally, some LSGUs have decided to set up an advisory group, which includes representatives from relevant external stakeholders (civil society, private sector and other public institutions) to ensure that their views are taken into consideration in the process of developing SECAP.
The implementation of the activities is supported by a project team from GIZ. In particular, it includes a regional project manager, a regional advisor, and one country coordinator for each of the six target countries.
In addition, work is currently ongoing with each selected LSGU to develop a Baseline Emission Inventory (BEI) and a Risk and Vulnerability Assessment (RVA) according to the guidelines of the EU Covenant of Mayors initiative.
The services delivered under this proposed assignment aim to support each selected LSGU in the Western Balkans with the development of a Sustainable Energy and Climate Action Plan (SECAP). These plans will build upon the BEI and RVA which were previously developed for each selected LSGU. The tendered services will focus on defining targets and key actions to be undertaken in the area of mitigation and adaptation as well as drafting the different sections of each SECAP until the final versions are ready for approval and publication. SECAPs should be developed in accordance with the latest guidelines and requirements set by the EU and Global Covenant of Mayors initiatives, and special care should be given to the inclusion of views and perspectives of relevant stakeholders from each supported LSGU.
GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the terms of reference.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
