ProMOVIS - Promoting Inclusive and Sustainable Urban Mobility in Colombia
Improving the conditions required for the implementation of sustainable urban mobility in Colombia
Overview
Colombia is the fifth country with the highest production of greenhouse gas emissions (GHG) in Latin America and the transport sector contributes to 36% of national GHG emissions derived from energy consumption. The country"s goal is to reduce 51% of GHG emissions by 2030.
Mobility is a critical element to improve people's lives and achieve sustainable and competitive cities. Despite the development of modern Bus Rapid Transit (BRT) systems, public transport loses approximately 2% of passenger volume each year in larger cities. This trend has increased, due to the reduction in the use of mass public transport following the COVID-19 pandemic, along with high motorization rates. Also, even though bicycle commuting has increased in recent years from several national and local policies implementations, it remains at a 4-10% of the modal share, thus leaving potential for further growth.
Our goals
ProMOVIS, funded by the German Federal Ministry of Economic Cooperation and Development, BMZ, and implemented by GIZ builds solutions that allow both decarbonizing urban mobility in Colombia and improving access, capacities, and service level for sustainable and inclusive urban mobility development.
By promoting zero- and low-emission transport, the project contributes to implementing the Paris Agreement and achieving the national goals set out in the NDCs, the National Development Plan, and other policies.
Working on a cooperative environment at a national and city levels, ProMOVIS aims to support the implementation of policies, strategies, platforms, capacities and innovative pilots on sustainable urban mobility.
Approach
ProMOVIS key activities include:
- Improving the technical and regulatory framework and promoting financial tools for sustainable urban mobility at national level.
- Strengthen the institutional capabilities of mediums cities stakeholders on sustainable mobility and implementing pilots to improve public transportation, promote active mobility, generate and manage demand towards low carbon modes, use digitalization tools and other mobility solutions.
- Generate capacities on urban mobility to provide both, public administrations, and private actors with sufficient resources to implement sustainable urban mobility applications.
- Strengthen the coordination mechanisms and develop communications strategies to share practices on sustainable mobility.
Accordingly, ProMOVIS intends to build over the larger objective to build urban environments to generate better living conditions and face the challenges of climate change, as part of the urban development portfolio commissioned by its donor to GIZ in Colombia, which include the work of C40 Cities Finance Facility on urban development and the project PREVEC to promote circular economy, all of them integrated under the knowledge exchange platform "CONVERSAPOLIS".
The project is tightly integrated with BMZ's Transformative Urban Mobility Initiative (TUMI) network and is part of the MobiliseYourCity alliance on sustainable urban mobility. In Colombia, ProMOVIS collaborates with other transport and mobility projects, sharing experiences and building over their experiences worldwide and in Colombia, like the TUMI E-bus Mission, the GAP Fund Initiative funded by the European Bank of Investment and the World Bank, building a business plan to facilitate the transition of school buses fleets in Bogota and IKI IMPROVE (funded by BMUV) to support regulatory tools for transport efficiency and decarbonization.
Regionally, the work has constant exchanges with Euroclima, funded by the European Unión and peer projects in México, Brazil, Perú, Ecuador and Chile.

The project ProMOVIS commissioned by the German Federal Ministry for Economic Cooperation and Development, BMZ, to promote the development of low emissions inclusive, sustainable transport in Colombia is looking for a consultancy firm able to provide up to 3 pools of experts to contribute towards the achievement of the project outputs within all four work packages:
OUTPUT 1. Proposals for improving the reference framework for sustainable urban mobility are submitted to national actors.
OUTPUT 2. The capacities of selected medium-sized cities in the field of sustainable urban mobility are strengthened. (contribution from the tenderer expected)
OUTPUT 3. An expanded range of training and further education courses for specialists on topics of sustainable urban mobility is in demand.
OUTPUT 4. Mechanisms for coordination and dissemination of information in the field of sustainable mobility are strengthened.
The experts may act in coordination with GIZ"s team to develop several task around the design and implementation of cooperation activities and pilot projects around sustainable urban mobility, including data collection; studies preparation; pilot project preparation, advisory and accompanying; capacity building; communication strategies preparation and; report preparation and indicators management.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
