1.1 The Mekong Delta Climate Resilience Programme (MCRP)
The Mekong Delta Climate Resilience Programme (MCRP) is a technical cooperation project co-financed by the Governments of Germany, Switzerland and Viet Nam. MCRP is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in close cooperation with the Ministry of Agriculture and Rural Development (MARD), Ministry of Construction (MOC) and the 13 Mekong Delta provinces. MCRP"s objective is to support the Vietnamese authorities in enhancing the climate-resilience of the Mekong Delta and its communities, thereby ensuring sustainable development in the region. The project has a timeframe of five years, from 2021 to 2025.
1.2 The Coastal Monitoring System (CMS) in the Mekong Delta of Viet Nam
In its implementation plan, MCRP has an activity to establish a Coastal Monitoring System (CMS) in the Mekong Delta of Vietnam. The CMS consists of 17 (surveillance-) camera stations of which 11 stations are integrated with weather/meteorology sensors, to be installed at 17 priority locations along the coast of the Mekong Delta that concern 7 coastal provinces namely Kien Giang, Ca Mau, Bac Lieu, Soc Trang, Tra Vinh, Ben Tre, Tien Giang.
The objective of this CMS is "to provide real-time, continuous, and reliable data and information about the coast of the Mekong Delta (including live images and video footages about the coast as well as its updated weather/meteorology conditions), for timely steering and decision-making at national and provincial levels, to ensure the security of the coast and local community".
The main "beneficiaries" or "users" of this CMS include:
1) The Vietnam Disaster and Dyke Management Authority (VDDMA) under MARD
2) The Department of Agriculture and Rural Development (DARD) under the Provincial People"s Committee (PPC) of 7 concerned provinces
3) Institute of Water Resources Research (SIWRR) and Institute of Water Resources Planning (SIWRP), under MARD

This tender aims to contracting a competent company to provide quality service for enhancing the capacity of the "beneficiary" or "user" groups of the CMS in acquiring and processing GIS and remotely sensed data in their works and mandates related to coastal monitoring.
To achieve that, the contractor will implement a holistic approach in capacity development, which basically consists of the following tasks and steps:
(1) Assessing capacity needs of beneficiary groups.
(2) Designing a capacity development plan, and testing.
(3) Implementing capacity development measures.
While some studies and preparation works can be done abroad, most of the tasks will require physical presence of the contractor in Ha Noi, Ho Chi Minh City, and Mekong Delta provinces.
The contractor is expected to develop and implement a remote sensing (RS)-based approach towards coastal monitoring and to provide a significant contribution to the further development of capacities of BENEFICIARIES in terms of GIS and remote sensing, in the form of various capacity development measures. A strong emphasis will be put on the long-term sustainability and on the development of technical and procedural capacities at BENEFICIARIES. The main objectives will be to increase BENEFICIARIES"s ability to acquire and process remotely sensed data for improving and systematizing coastal monitoring.
All or some of the following topics shall be addressed depending on the actual needs of the partners:
- Basic and advanced remote sensing techniques, with a focus on tools and approaches for coastal monitoring
- Acquisition of satellite imagery (sources, tools, selecting the appropriate image / bands for a specific task, pre-processing, etc.)
- Data integration, data management, ETL (Extract, Transform, Load)
- Temporal analysis,
- Change detection / change analysis,
- Scripting and task automation,
- Traditional image classification,
- Work with data stemming from active sensors, such as LiDAR or radar,
- Cloud-based data processing (e.g. Google Earth Engine),
- Data dissemination (thematic mapping, web-mapping, interactive dashboards, etc.),
- Remote sensing applications for climate change monitoring,
- Remote sensing applications for disaster risk reduction and response,
- Leveraging geospatial data and analyses for decision making (mainly aimed at sectoral managers).
All deliverables must be provided in English and Vietnamese languages, most meetings, workshops and training will take place in Vietnamese. The contractor is responsible for organizing translation, where needed, and for ensuring the high quality of the translations.
The MCRP of GIZ in Viet Nam will provide overall supervision to the implementation of this service.
During the implementation, the contractor is required to collaborate closely with VDDMA at national level, SIWRR/SIWRP at regional level, and provincial DARDs/ DONREs/HYDROMETs (Hydro-meteorological stations). MCRP will oversee and facilitate this collaboration/coordination.
GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the terms of reference.
A selection will be made under all eligible participants based on the following criteria: Technical Experience:
1. At least 07 years of experience in GIS / remote sensing
2. At least 05 years of experience in delivering capacity building programmes/measures
3. At least 02 reference capacity building projects in GIS & remote sensing
4. At least 01 reference project on GIS and remote sensing for environment and natural resources management
5. At least 01 reference project having a intercultural team
6. Regional experience in South-Eastern Aisa
7. Experience of development projects (at least 50% ODA-financed)

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
