81297044-Improving the quality of technical and vocational education and training (TVET) in light manufacturing in Rwanda
The German Federal Ministry for Economic Cooperation and Development (BMZ) commissioned GIZ to implement the project "Skills development for economic transformation (SD4T)" in Rwanda from 2023 to 2025. The project"s objective is: pro-employment growth in the Rwandan light manufacturing industry is aligned with the principles of inclusiveness, productivity and environmental sustainability. This will be achieved by following an integrated approach to employment promotion, consisting of 1) the promotion of technical and vocational education and training (TVET), 2) private sector development, and 3) economic policy advice.
The project requires technical expertise to support the implementation of the outputs and achieving the objective. This assignment is meant to implement the major part of output 2, which aims to improve the quality of TVET for light manufacturing. Working packages include 1) Workplace Learning, 2) Curriculum development/revision, training of trainers (ToT), 3) Improvement of the quality of teaching, and 4) Further trainings.

In close coordination with the GIZ project and its partners, the contractor contributes to the implementation of project output 2 (The quality of TVET measures for light manufacturing has improved). The contractor is responsible for achieving the module objective indicator 2 and output indicators 2.1 and 2.2:
- Module objective indicator 2: 60% of 500 TVET graduates in the light manufacturing sector are employed within 6 months of graduating.
- Output indicator 2.1: 50 companies and cooperatives in the supported clusters are participating in the periods of practical training in TVET.
- Output indicator 2.2: 80% of 100 light manufacturing companies and cooperatives confirm that participants in the supported TVET measures can be employed in line with industry"s needs.
Therein, the contractor shall particularly promote the share of women in employment and management positions, as well as the employment of persons with disabilities.
Work package 1: Workplace Learning Activities
This work package focuses on realising school-to-work transition of TVET graduates by facilitating professional internships for 500 TVET graduates. Thereby, the development of 50 cooperation agreements between companies, cooperatives and TVET institutions of the Rwanda TVET Board (RTB) and Rwanda Polytechnic (RP) in workplace learning (WPL) activities in geographically focused light manufacturing clusters (e.g., furniture production, metalworking, interior fittings) will be supported. Furthermore, the work package includes the training of 100 employees as certified in-company instructors for the internships and additional soft skills trainings for 500 graduates.
Work package 2: Curriculum development/revision and training of trainers (ToT)
In order to improve the content of TVET teaching and learning in the light manufacturing sector, work package 2 is about the development of TVET curricula in Wood Technology, Forestry, Interior Design, Leather Crafts and Fashion Design and the revision of 4 TVET curricula in the light manufacturing sector. Furthermore, this includes Training of Trainers on the newly developed or revised curricula. Herein, a focus is on including aspects of environmental protection, gender equity and social inclusion.
Work package 3: Improvement of the quality of teaching
Work package 3 aims at improving the quality of teaching by strenghtening the Rwanda TVET Trainer Institute (RTTI) in its capacities to train and prepare TVET trainers and in-company instructors in pedagogical skills as well as by promoting practical learning of TVET trainers in the industry. The contractor shall conduct a baseline study on skills of TVET trainers in applied pedagogical techniques, develop a training concept, methodology and relevant materials and organise and implement trainings accordingly. Moreover, the contractor shall oragnise and implement an Industry Attachment Program for 300 TVET trainers in the light manufacturing sector.
Work package 4: Further trainings
This work package aims at upskilling people working in MSMEs, cooperatives, ICPCs, and of TVET institutions in the SD4T"s clusters of the light manufacturing sector. The contractor shall conduct a skills needs assessment and based on this implement further short-term trainings that require a minimum of 40 hours and a maximum of 120 hours for 600 people, of which 30% are women, working in the supported clusters. The further training courses shall put a focus on workshop management, waste and dust management, machine and equipment servicing and maintenance, as well as tailored occupational safety and health training courses.
GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the terms of reference.
If more than five candidates/associations are considered suitable, only the five candidates/associations ranked in the top five according to the following selection criteria will be invited to submit a tender. The other candidates/associations will not be invited to submit a tender. This selection will be made under all eligible participants based on the following criteria:
I. Technical experience
1. Cooperative Technical and Vocational Education and Training (TVET) or work place learning (weighting 20 %)
2. TVET curriculum development (weighting 10 %)
3. Systematic TVET teacher professional development (weighting 10 %)
4. Further vocational training for employees/owners of private sector companies (weighting 10 %)
5. Improving inclusion of women and persons with disabilities in TVET (weighting 10 %)
II. Regional experience:
Regional experience in Rwanda (weighting 30 %)
III. Experience of development projects (ODA-financed)
Experience of development projects (at least 50% ODA-financed) (weighting 10 %)

Abschnitt III: Rechtliche, wirtschaftliche, finanzielle und technische Angaben
1) Name and address of the company, legal form, registered office (country), owners and controlling parties, commercial register number/dirstrict court, bank account, tax number, VAT identification number, brief company profile and contact in event of queries.
2) Extract from the commercial register or equivalent evidence/proof (not older than six months).
3) Self-declaration that no grounds for exclusion in Section 123, 124 of the German Act Against Restraints of Competition (GWB), section 22 of the German Supply Chain Due Diligence Act (LkSG) and EU-Russian sanctions apply.
4) If a candidate/tenderer wishes to use the capacities of another company for the execution of the contract or to prove his/her eligibility, she/he must prove by submitting a declaration of commitment that the corresponding capacities are available to him/her for the execution of the contract and a declaration of commitment and a declaration that no grounds for exclusion pursuant to Section 123 GWB and/or Section 124 GWB apply to them must be submitted (in the case to prove the elegibility, this declaration must be submitted already with the request to participate).
5) In the case of participation as a bidding consortium: tenderers must appoint a leading member and authorise this member to represent the group and to receive payments with discharging effect also for the other members. A corresponding agreement, signed by all members, must be attached to the application for participation. For this purpose, the form provided by GIZ must be used.
1) Declaration on the average annual turnover for the last 3 financial years (last-but-4 financial year can be included in case of invitation to tender held within 6 months of end of last financial year).
2) Declaration on the average number of employees and managers for the past three calendar years

2) Average number of employees and managers for the past three calendar years: at least 10 persons.
It is necessary to provide minimum 3 reference projects in the technical field "Technical and Vocational Education and Training" (TVET) and out of these 3 reference projects at least 1 reference project must be in Eastern Africa in the technical field TVET, each of them in the last three years with a minimum commission value of at least 300,000 EUR
1) The technical assessment is only based on reference projects with a minimum commission value of EUR 300,000 (three hundred thousand Euro) in the last three years.
2) The minimum requirements forsee at least 3 reference projects in the technical field "Technical and Vocational Education and Training" (TVET) and out of these 3 reference projects at least 1 reference project must be in Eastern Africa in the technical field TVET, each of them in the last three years with a minimum commission value of at least EUR 300,000 EUR (three hundred thousand Euro).

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
