81293088-Strengthening land governance actors & networks- knowledge exchange and capacity development with focus on Civil Society
The "Global Programme Responsible Land Policy" is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-funded by the European Union and runs from 2015 to 2026. The objective of the programme is to improve access to land for specific population groups, particularly women and marginalized groups in Benin, Burkina Faso, Côte d"Ivoire, Ethiopia, Laos and Madagascar (Niger and Cameroon in the near future). The focus is on three fields of action:
- improving procedures to secure the land use or land tenure rights of the rural population,
- strengthening participation of civil society in the formulation and implementation of land policies, and
- improving the framework conditions for responsible agricultural and forest investments.
Political and implementation partners include Ministries of Land or Agriculture and decentralized governmental agencies, non-governmental and civil society organizations, as well as the private sector and academic institutions. The programme further partners with international organizations, development partners and initiatives such as European Union, World Bank, Food and Agriculture Organization, International Fund for Agricultural Development, KfW, the International Land Coalition, the Stand-for-Her-Land campaign implemented by Landesa, and NAMATI, among others.
Besides the implementation in partner countries, the "Global Programme Responsible Land Policy" also facilitates exchange of know-how and experiences between practitioners across countries as part of its knowledge management and capacity development strategy.

The overall goal of this assignment is to strengthen land governance actors and networks through knowledge exchange and capacity development.
This includes advancing professional knowledge, exchange of know-how and experiences and strengthening individual and organizational capacities for practitioners and partner organizations of the "Global Programme Responsible Land Policy" - across countries and organizations (government, private sector, academia, civil society organizations).
Central elements of this assignment are:
- The development and implementation of "Knowledge Streams" on land governance topics. "Knowledge Streams" virtually bring together land practitioners from different countries to exchange, mutually learn and network - focusing on topics relevant for implementation. The Knowledge Streams should be designed as a blended learning format.
- The development and implementation of CSO training courses. The courses support representatives of CSOs working in land governance related areas in Sub-Sahara Africa. The goal is to strengthen personal and institutional capacities as well as partnerships and networks of CSOs.
- The organization of a Knowledge Exchange Workshop, planned for June 2024 in Ethiopia. This is a face-to-face meeting with all practitioners and participants from both the Knowledge Streams and the CSO training courses.
- The documentation of "Knowledge Streams", CSO training courses and the Knowledge Exchange Workshop, as well as the development of further knowledge products, such as manuals.
GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the terms of reference.
A selection will be made under all eligible participants based on the following criteria:
I. Technical experience (70%)
1) 3 reference projects in peer learning and knowledge exchange and e-learning (20%)
2) 3 reference projects in capacity development for CSOs (15%)
3) 3 reference projects in communication product development (10%)
4) 2 reference projects in event management (10%)
5) 2 reference projects in land governance (15%)
II. Regional experience in Africa: 20%
III. Experience of development projects (at least 50% ODA-financed): 10%

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
