Over the last two decades, Iraq has witnessed a complex multitude of crises. Three distinct violent conflicts, the US-led invasion in 2003, the 2007 insurrection and finally the intense warfare related to the emergence (2014) and liberation (2017) from the so-called Islamic State (IS) have destroyed not only physical infrastructure necessary for education and training but undermined opportunities for livelihoods throughout the country and have harmed social cohesion as a whole. The governorate of Anbar is one of the areas most affected by destruction and displacement.
While Anbar"s rural areas have a rich history of agricultural production, the urban centres have been known for their excellence in skilled crafts and trades, especially in the construction sector. However, the recent wars have negatively affected the framework conditions for business and disrupted the market, resulting in a standstill for companies and industries in these sectors, which undermines the opportunities for employment and entrepreneurship in these crafts. The resulting unemployment affects women and youth, with approximately 43 percent neither in work nor in education or training.
Moreover, the destruction has impacted private houses, roads, electricity networks, water pipes, schools and hospitals. Reconstruction of private and public infrastructure remains stalled, which puts additional strains on the social cohesion in the communities and further undermines the trust in local administrations. The resulting poor living conditions remain a hindrance to finding sustainable and durable solutions for the return of displaced people as well as host communities.
BMZ has commissioned GIZ with implementing the German contribution to the "Assisting Reconstruction and Improving Living Conditions in Anbar" (ARILA) project, which is implemented in cooperation with the Iraqi Ministry of Planning. ARILA aims to improve the conditions for improved livelihoods in the three eastern Anbari districts of Heet, Ramadi and Fallujah and assist their post-conflict transition towards sustainable economic development and to support lasting structural change. The commission is funded via BMZ"s funding line for Transitional Development Assistance (TDA) that bridges the humanitarian response with long-term technical cooperation efforts.
The ARILA project contains three interlinked components: restoration and rehabilitation of basic services, strengthening of citizen-state relationships and improving livelihood opportunities through vocational education and business support in the non-agricultural field. The project coordinates closely with the local authorities and administrations in Anbar, especially with the Governor"s Office, municipalities, and line directorates, such as the Directorate of Labour and Social Affairs. To restore and strengthen relationships between the local population and state administrative structures, ARILA will combine reconstruction and rehabilitation of key basic service infrastructure with capacity building for the administrations on participatory decision making and by advising on sustainable delivery of public services and maintenance concepts. The role of women"s opportunities for participation will be particularly supported.
Moreover, ARILA supports the Anbari populations" access to livelihood and employment opportunities by strengthening local vocational and job-skills training providers as well as supporting start-ups and entrepreneurs to scale their businesses. ARILA"s implementation in this regard is guided by the assumption that a solidly educated local labour force in Anbar can fill the vacancies created by scaled businesses resulting in income generation and business growth.

The tasks tendered in this service contract relate to ARILA"s economic component (Output 2), which contributes to enhancing income-generating opportunities for vulnerable people in the conflict-affected area of Anbar. The main target groups of the measures foreseen under this assignment are unemployed youth and women. The services to be provided by the contractor aim at improving the target group"s perspective for dependent employment in selected economic areas outside the agricultural sector. The contractor is responsible for the provision of labour-market relevant short-term trainings for selected occupational profiles. These training courses need to be complemented by job matching services. Moreover, the contractor is expected to closely cooperate with the (organised) private sector to ensure that employers" needs are considered in the training contents.
In detail, the contractor will be responsible for the preparation, implementation and monitoring of four Work Packages (WP):
Work Package 1 (WP 1):
Developing short-term trainings to provide labour-market relevant skills for the non-agricultural labour market
WP 1 foresees the development of six (6) short-term trainings for selected occupational profiles. The final selection of the occupational profiles is to be based on the actual HR demands in the Anbar region. Special attention must be paid to defining occupational profiles and developing trainings which are suitable for women.
In close co-operation with the Vocational Training Center (VTC) in Ramadi City and its two satellite locations in Fallujah and Heet, the contractor is to either update existing or newly develop these short-term training courses (including training concept, curriculum, methods, materials).
It will be paramount to include regional employers in the development process of the trainings to ensure their relevance for the targeted occupational profiles and the comprehensiveness of the foreseen skills sets. The new curricula should move beyond theoretical teaching and learning but include a variety of practical training elements.
Work Package 2 (WP 2):
Improving managerial and teaching capacities of the Vocational Training Center (VTC)
WP 2 aims at enhancing the effectiveness and quality of TVET offers in Anbar. With the VTC in Ramadi being the central, state-funded institution to provide such offers in the region, the contractor"s task will be to build the managerial and teaching capacities of the Center.
Based on an institutional needs assessment, technical support to the VTC shall focus on improving the Center"s internal structures and processes. Additionally, communication and marketing measures are needed to reach out to and attract the relevant target groups to participate in the VTC"s trainings. Finally, the Center needs to establish a stable network and regular exchange with employers in the region to react swiftly to new or changed training demands.
For the teaching staff of the Center, methodological and subject-specific trainings shall be provided to enhance the implementation quality of the trainings.
Work Package 3 (WP 3):
Developing and facilitating a pilot phase of newly developed short-term trainings
The aim of WP 3 is to ensure that the newly developed short-term trainings (see WP 1) will be implemented in high quality. To this end, the contractor is to foresee a pilot phase, during which she actively supports the first round of implementing the new trainings offered by the VTC - both organizationally and technically.
The contractor"s organizational support to the VTC during the pilot phase includes communication measures to attract a high number of participants from the relevant target groups. It also entails consultancy on the selection and admission of participants. The technical support during the pilot phase is to concentrate on facilitating the actual teaching process. The contractor is requested to develop and implement a set of instruments - e.g., mentoring for the VTC teaching staff, provision of experienced co-teachers / co-trainers - to help the local teachers improve their technical and methodological competencies.
Finally, the pilot phase needs to be evaluated with a focus on necessary revisions of the newly developed curricula (WP 1), teacher trainings (WP 2) and organisational structures and processes within the VTC (WP 2) after the first round delivering the new short-term trainings.
Work Package 4 (WP 4)
Matching of training participants with potential local employers
WP 4 aims at matching the participants of the newly developed short-term trainings with companies in the Anbar region. Additionally, institutional linkages between the VTC, other training providers and companies shall be strengthened.
Matching of training participants to companies shall be achieved either by organizing respective matchmaking events (e.g., job fairs) or, alternatively, companies shall be able to directly file requests for trainees or staff. The matching scheme is to follow a needs-based approach and should especially consider the needs of and constraints for women in Anbar to find employment. Additionally, the contractor shall develop a concept on how to integrate traineeship placements into the newly developed short-term trainings at the VTC.
To foster permanent institutional linkages between the VTC, other training providers and Anbar employers beyond the matchmaking scheme, the contractor is to establish a respective stakeholders" network and initiate an "Anbar Skills Development Council". This Council is meant to strengthen ownership and self-governance among the stakeholders with the goal to produce a labour-market-oriented workforce in the region.
GIZ is entitled to extend the period for fulfilment of the original contract by unilaterally notifying the Contractor. For details, please see the special terms and conditions.
The assignment will only be entrusted to companies with the required expertise and capacity (eligible companies), which meet the criteria listed in the document "Request to participate and Eligibility declaration by applicants (Call for competition)", and which are not excluded under the terms of Sections 123 or 124 of the German Act against Restraints of Competition (GWB), or who can prove restoration of their integrity in line with Section 125 of the same act.
If there is a previously announced limit to the number of applicants, an assessment will be carried out according to the relevant evaluation scale included in the tender documents.
GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the special terms and conditions.

1. At least 3 reference projects in the technical field of "technical and vocational education and training (TVET)" and at least 1 reference project in the Middle East in the last 3 years.
2. The technical assessment is only based on reference projects with a minimum commission value of 300.000,00 EUR.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
