DESY is one of the world's leading accelerator centres. Researchers use the large-scale facilities at DESY to explore the microcosm in all its variety. Zeuthen is (besides Hamburg) the second location of DESY, located in the south-eastern outskirts of Berlin. Since 2011, the DESY Zeuthen campus has been profiled as a globally visible center for astroparticle physics. DESY Zeuthen is involved in several international research projects in astroparticle physics.

ULTRASAT is an astronomical satellite mission whose wide-angle telescope will perform a deep time-resolved all-sky survey in the near-ultraviolet (NUV). The satellite shall be in orbit in 2024 and will then take data for at least three years. The main science objectives of ULTRASAT are the detection of counterparts to gravitational wave sources and of supernovae. DESY joined the ULTRASAT mission in 2019 and will provide the Focal Plane Array (camera).

According to the requirements of ULTRASAT project, the camera, its parts and sub-assemblies will be inspected, assembled, integrated and tested in a clean room (ISO 5 areas within in ISO 7 room) environments. DESY is currently building up the clean room facility. Thermal tests are required to qualify the camera for space application. Therefore a Thermal Vacuum Chamber (TVC) shall be produced and installed in this clean room.

The production and installation of the TVC is subject of this tender.

The supplier of the TVC system should deliver and install the system at DESY Zeuthen facility within 9 months after awarding the contract.

DESY will provide required infrastructure for Installation an run the TVC for camera development and test activities. Generally, a visit of the supplier at DESY Zeuthen premisses is recommended before the design.

The time-limit for appeal is regulated under Sec. 160 para. 3 GWB.

The application is inadmissible if:

1) the applicant became aware of the alleged violation of provisions governing the awarding of public contracts before submitting the appeal and did not object to the contracting entity within 10 calendar days; the deadline stipulated in Sec. 134 para. 2 remains unaffected;

2) violations of provisions governing the awarding of public contracts which become apparent from the tender notice are not notified to the contracting entity by the end of the period specified in the notice for the submission of a tender or application;

3) violations of provisions governing the awarding of public contracts which only become apparent from the award documents are not notified to the contracting entity by the end of the period specified in the notice for the submission of a tender or application;

4) more than 15 calendar days have elapsed from the receipt of notification from the contracting entity that it is unwilling to redress the complaint.

The above sentence does not apply to an application for a declaration of invalidity of the contract pursuant to Sec. 135 para. 1 No 2 GWB. Sec. 134 para. 1 sentence 2 GWB remains unaffected.
