The drawings enclosed in the tender documents contain Russian expressions and Cyrillic letters. This magnet type had to be built in collaboration with the Russian institutes (Efremov institute) because Russia is one of the main shareholders of the XFEL GmbH. The current sanctions do not allow to continue this collaboration.
It is mandatory to submit a main offer. In the main offer the bidders are asked to rebuild the XBS-L magnet according to the attached detailed manufacturing drawings.
As an option (sub-offer) we invite the bidders to submit an alternative proposal that fulfill our specifications (see also specification document chapter 10). It is desired that the price of the magnet as well as the power loss and the water consumption of the coil will be reduced.

- Current extract (not older than 12 months) from the professional or commercial register. Bidders who do not have their registered office in the Federal Republic of Germany must submit the relevant certificates.

- Self-declaration on the choice of payment modalities
- References from the last 3 years (at least 1) for services of the required type already provided, including address and contact person
- Quotation form for the MAIN offer
- Only when submitting a sub-offer: Magnetic model (3D Opera) or a STEP file of the magnet
- Only when submitting a sub-offer: Layout of the magnet with the main magnet parameters

- Section 134 (2) GWB - Duty to inform and wait: A contract may only be concluded 15 calendar days after the information pursuant to Section 134 (1) GWB has been sent. If the information is sent electronically or by fax, the period is reduced to 10 calendar days. The time limit begins on the day following the dispatch of the information by the contracting authority; the day of receipt by the tenderer and candidate concerned is irrelevant.
- The award procedure is subject to the provisions on review proceedings before the Public Procurement Tribunal (Section 155 et seq. GWB). Pursuant to Section 160 (3) GWB, the application is inadmissible if:
1. the applicant has recognised the asserted infringement of procurement rules before filing the application for review and has not objected to it vis-à-vis the contracting authority within a period of 10 calendar days; the expiry of the time limit pursuant to Section 134 (2) GWB remains unaffected,
2. infringements of procurement rules which are apparent from the notice are not notified to the contracting authority no later than the expiry of the time limit for application or submission of tenders stated in the notice,
3. infringements of procurement rules which are only apparent in the tender documents are not notified to the contracting authority at the latest by the expiry of the time limit for submitting applications or tenders,
4. more than 15 calendar days have elapsed after receipt of the contracting entity's notice of its intention not to remedy a complaint. The preceding sentence shall not apply in the case of an application for a declaratory decision on the invalidity of the contract pursuant to Section 135 (1) No. 2 GWB. § Section 134 (1) sentence 2 GWB remains unaffected.
