Abschnitt II: Gegenstand
Project "MoKA" (Moabit Kohleausstieg = Moabit Coal Phase Out) Lot 1 "Boiler Island" & Lot 2 "Fuel Logistics"
The objective of the MoKA project is the erection of a biomass fired district heating plant with a production capacity of 90 MWthermal .The newbuilt plant shall replace the existing coal fired plant of the cogeneration plant in the “Heizkraftwerk Moabit” site which is located in 13353 Berlin, Friedrich-Krause-Ufer 10-15.
The biomass shall be transported to the plant by ship, by train and eventually by truck.
The integration and erection of the newbuilt plant in the restricted space on a former coal yard next to operating plants in Moabit is a significant challenge for this particular project. The newbuilt plant shall be operated from the existing control facilities and will be connected to the existing district heating infrastructure on site.
Currently, the permit application is under preparation by Vattenfall.
The project will be awarded in 3 main lots:
Lot 1: Boiler island
Lot 2: Fuel Logistics
Lot 3: Civil works for lot 1 & 2 (not part of this announcement!)
It is planned to tender lots 1 and 2 in English and with a bespoke contract based on FIDIC agreements.
The contracting entity reserves the right, when assessing tenders, to look favourably on putative bids for both lots, if this results in a general discount and/or the assumption of responsibility for interfaces on the part of the bidder ("super lots"). However, the contracting entity is not obliged to do so.
Lot 1 includes boiler, flue gas treatment, flue gas condensation (or other measurements to optimize efficiency), ash handling & storage, piping (incl. district heating), chimney(s), secondary steel construction for platforms, water and sewage systems including the power supply 200V-10kV and a 110kV/10KV-transformer. The power and utility supply for the logistics lot (Lot 2) shall be part of lot 1.
The contractor is in charge of engineering, purchasing, construction & commissioning of its scope. The entire system must be certified with CE conformity. The execution of lot 1 shall be completed in one phase while the logistics lot (lot 2) shall be executed in 2 phases.
The biomass fuel consists of short-rotation coppices, landscaping material & forest residues (P63).
The boiler island shall have a thermal output of 90 MW. The plant shall be operated via an existing control room. The emissions of the plant shall meet the lowest BREF limits.
The erection of the boiler island takes place next to an existing coal yard, the construction and commissioning will thus be in a brown field situation.
The commissioning of phase 1 is currently scheduled for Q4 2025.
Lot 2 comprises the on site fuel handling of the newbuilt biomass plant. It includes the optimization of the existing biomass ship unloading, conveying and storage facilities and the connection of these systems with the newbuilt biomass plant (lot 1) by suitable conveying systems in the first phase of the project. In the second project phase, an additional biomass storage bunker, a train unloading system, an upgrade of the existing ship unloading crane from coal to biomass handling and all the connecting conveying systems (train and ship to new storage facility, new storage facility to biomass plant). The electrical distribution (200V – 10kV) for the equipment within lot 2 is part of the scope. The plant shall be operated via an existing control room. The supporting steel structures and enclosures of conveying systems are part of the scope.

We hereby inform you that we are discontinuing the EU procedure 2022/S 138-395600, project MoKa Lot 1 Boiler Island and Lot 2 Fuel Logistics.
Due to the current geopolitical situation, which was not foreseeable for the contracting authority (including Russian sanctions, Ukraine war, energy crisis, gas shortage situation, market and competition situation), the responsible supervisory bodies of the contracting authority have not given their consent to execute the published procurement items (Lot 1 and Lot 2). On the basis of its discretionary powers, the contracting authority has therefore decided to discontinue the above-mentioned procedure.

In accordance with Section 160(3) clause 1 Nos 1 to 4 of the GWB, requests for a review are not permitted
