Titel: Preliminary Market Consultation – Compact SOV / Walk-to-Work offshore logistics and accommodation concept for the operation and maintenance (O&M) of the ONAS offshore substation platforms in the German Baltic Sea
Beschreibung: 50Hertz Transmission GmbH, acting as a utility contracting entity, is conducting a non-binding Preliminary Market Consultation pursuant to Section 26 SektVO. The purpose of this consultation is to explore whether, and under which operational and commercial conditions, a compact SOV-based (Service Operation Vessel) or Walk-to-Work (W2W) offshore logistics and accommodation concept could support the continuous operation and maintenance (O&M) of the offshore grid connection platforms (ONAS) in the German Baltic Sea. The consultation is intended to inform potential future procurement decisions. 50Hertz is interested in practical market solutions, indicative commercial logic and the main assumptions underlying such information. No offers, binding prices, detailed cost breakdowns or internal calculation models are requested. As an indicative size reference, a concept with approximately 30–50 persons on board (POB), DP2 capability, suitable W2W access to OSS interfaces, platform supply capability and Baltic Sea operability is being considered. This indication is for orientation only and does not constitute a preferred design, a preferred supplier or a mandatory technical specification. The market consultation pursues, in particular, the following objectives: Identifying the current market offering of compact, fit-for-purpose SOV / W2W concepts for continuous Baltic Sea O&M operations, as well as larger market-available SOV / CSOV tonnage. Assessing the technical feasibility of DP2 capability, W2W access up to approximately Hs 2.5 m, platform supply, transfer of fluids (diesel, oil, fresh water, grey water, waste water) and crane interfaces with the OSS. Understanding realistic market routes (newbuild, conversion, existing tonnage, shared use, campaign, winter, seasonal or back-charter models) and their associated lead times and availability drivers. Exploring the main commercial cost drivers and meaningful contractual and remuneration models. Exploring available and emerging propulsion, energy and emissions-reduction concepts, including Baltic Sea-specific framework conditions. Assessing whether such a concept can be economically implemented for the planned scope (9 relevant ONAS platforms, max. 24–48 POB per platform, approximately 3,000–10,000 person-days of offshore work per year, distributed over four campaigns).

Allgemeine Informationen
Zusätzliche Informationen: This notice is a Preliminary Market Consultation pursuant to Section 26 SektVO in conjunction with Article 58 of Directive 2014/25/EU. It does not constitute a call for competition, a contract notice, an invitation to tender or a prior information notice. No contract will be awarded and no agreement will be concluded on the basis of this notice. Participation does not give rise to any right to take part in a potential future procurement procedure. The purpose of this market consultation is to explore whether, and under which operational and commercial conditions, a compact SOV / Walk-to-Work offshore logistics and accommodation concept could support the continuous operation and maintenance (O&M) of the offshore grid connection platforms (ONAS) in the German Baltic Sea. Feedback on larger market-available SOV / CSOV tonnage as well as on campaign, long-term, winter, seasonal, shared-use and back-charter models is expressly welcome. The estimated contract value is currently not quantifiable. The very purpose of this notice is to identify realistic market conditions and cost drivers. As an indicative planning assumption, the operating context comprises nine relevant ONAS platforms, with a maximum of 24–48 persons on board (POB) per platform and approximately 3,000 to 10,000 offshore person-days per year, distributed over four campaigns. The SOV / W2W reference size is approximately 30–50 POB, DP2 capability, W2W access up to approximately Hs 2.5 m, platform supply capability and Baltic Sea operability. These figures are indicative only and do not constitute a preferred design, a preferred supplier or a mandatory technical specification. Participants are invited to provide feedback on: concept description; operational fit; minimum size and POB; DP class; availability window (including weather, visibility, current and seasonal limitations); cargo, fluid and OSS crane interfaces; implementation and market availability (lead times, conversion, newbuild, sharing options); commercial route and key cost drivers; and propulsion, energy and emissions concepts. Detailed cost breakdowns or internal calculation models are not requested. Interested parties are invited to request access to the market consultation documents by e-mail. All subsequent questions and responses to this market consultation must be submitted electronically via the SAP Ariba Sourcing Event (www.ariba.com); submissions by post or telephone will not be considered. Questions of general relevance will be answered in anonymised form and shared with all known participants. Responses may be submitted in English or German; English is preferred. The deadline for requesting additional information is 02/10/2026, 17:00 (CEST); the deadline for responses is 09/10/2026, 17:00 (CEST). Participants are requested not to submit confidential, business-critical or commercially sensitive information unless such information is strictly necessary for a proper understanding of the market input. Information considered confidential must be clearly marked as such. Marked information will be treated as confidential in accordance with Section 5 SektVO. Non-marked information may be used in anonymised and aggregated form in further procedural steps. Personal data will be processed solely for the purpose of conducting this market consultation (Art. 6 (1)(e) and (f) GDPR). In order to ensure fair competition in any potential subsequent procurement procedure, appropriate safeguards will be applied. Participation or non-participation in this consultation will neither create advantages nor disadvantages in a subsequent procedure. Participation is voluntary. Costs or expenses incurred by participants in connection with this market consultation will not be reimbursed. Selected participants may be invited to non-binding clarification meetings.
