Titel: Supplier Qualification System (SQS) for Certification Services for Offshore Converter Platforms
Beschreibung: 50Hertz intends to establish a Supplier Qualification System (“SQS”) for the procurement of certification services for offshore platforms. Qualification will be based on defined selection criteria. The SQS does not constitute an invitation to submit a bid, but serves to identify qualified bidders for a potential subsequent procurement process. If a corresponding need arises at 50Hertz, the bidders qualified at that time will be invited to submit a bid based on specific tender documents. A possible scope of such a procurement process could include, for example, the provision of certification services for a offshore converter platform with a transmission capacity of 2GW. This typically covers the certification of design, manufacturing, transport, installation, and commissioning of an offshore substation and associated components in accordance with applicable BSH-standards and requirements.

Zusätzliche Informationen: This procedure is a qualification process. The contracting entity will evaluate incoming applications at least once per quarter. The first evaluation is expected to take place by the end of November 2025. The outcome of this process will be a pool of qualified suppliers. The contracting entity reserves the right to update any qualification document at any time. Interested participants must take such updates into account, and both the application and any future offer must be based on the latest version of the documents. If the contracting entity identifies a specific project need, a Request for Proposal (RFP) will be issued to the qualified suppliers. This RFP will define the award criteria and project-specific requirements. Suppliers will submit their offers based on the RFP. The contracting entity will limit the number of bidders invited to negotiations to those offering the most economically advantageous tenders, in accordance with the award criteria. _______________ a) Mandatory requirement for submitting the application for Qualification___ Applicants are requested to contact the designated contact person via email, providing the company name, contact person (including phone number and email address), and tax identification number, in order to receive information on how to access the tender via the Ariba platform. If you already have an Ariba Sourcing account, please also include your AN-ID. Applicants are advised to request access as early as possible and to click “Intend to Participate” on Ariba to receive further instructions from the procurement office. It is the sole responsibility of the applicant to request access to the Ariba platform. The contracting entity assumes no responsibility for any issues related to the Ariba platform. Any application not correctly submitted via Ariba will be rejected. _______________ b) Communication via the ARIBA platform___ Interested companies may contact the contracting entity via the ARIBA platform to submit questions. If questions or answers are of general interest, they will be made available in anonymized form via the messaging function of the ARIBA platform. All interested companies and applicants are required to take these questions and answers into account when preparing their application for Qualification. Failure to do so may result in exclusion from the procedure. _______________ c) General explanations regarding the content of the application for participation: _______________ c.1) The contracting entity reserves the right to request the most recent audited annual report or a financial credit report (not older than six months) from the applicant. _______________ c.2) Foreign applicants are generally required to submit the requested declarations and evidence in English or German. If a specific declaration or document cannot be provided in English or German, this must be explained, and a comparable declaration or document must be submitted along with a justification in English explaining its equivalence. For documents not originally issued in English or German, a certified translation into English or German must be provided. _______________ c.3) Applicant consortia: Applicant consortia must submit a fully completed consortium declaration, legally signed by all members, together with the application for participation. Particular attention must be paid to ensuring that the formation of the consortium complies with competition law. Each member of the consortium is required to submit the declarations and evidence requested under the selection criteria. Regarding the declarations and evidence under selection criterion “References,” this requirement may be limited if the consortium foresees a division of tasks and, for example, certain references can only be provided by one consortium member. Any such limitation must be fully explained in an annex to the consortium declaration. Apart from this, the same rules apply to consortia as to individual applicants. _______________ c.4) Use of other companies (reliance on third-party resources): Applicants may rely on the capacities of other companies to meet qualification requirements (“reliance on third-party resources”). In such cases, the third-party company must submit a declaration of commitment stating that it will perform a specifically defined part of the contract in the event of an award. Both companies providing capacities (third-party providers or subcontractors) and, where applicable, other companies intended by the applicant for contract execution (subcontractors) must be listed.
