Estimated quantities for the framework agreement term across all types of substation automation systems are for lot 1 318 cubicles (maximum 636 cubicles), for lot 2 244 cubicles (maximum 488 cubicles) and for lot 3 244 cubicles (maximum 488 cubicles). (a) Q&A: Interested companies can contact the awarding authority with questions about the application at latest 10 days before the end of the participation period (Stage 1). All interested companies or applicants are obliged to take note of the questions and answers published when drafting their application to participate. Non-compliance with the tender documents and respective clarifications (if applicable) will lead to exclusion. (b) Objective participation rules and criteria: General explanations on the content of the request to participate. 1) Current means not older than 6 months backdated from the date of the end of the participation period. 2) If an applicant cannot present a third party certificate, e.g. an entry in the register, as required, a comparable third party certificate must be presented and the comparability must be demonstrated by appropriate explanations. 3) Foreign applicants: as a rule, they must submit the required declarations/evidence in German or English or in an officially certified translation. If a declaration/evidence cannot be submitted at all, the reasons for this must be given, a comparable declaration/evidence must be submitted and an explanation must be given in German or English why the comparability exists. 4) Consortia of applicants. Together with the application for participation, a legally binding declaration of participation, signed and completed in full by all members has to be submitted. Particular attention shall be paid to the aspect of compliance of the formation of the applicant group with cartel law. Each member of the applicant group must submit the declarations and evidence required under selection criteria. This applies to a limited extent to the declarations and evidence under technical and professional ability if the applicant group foresees a division of tasks and if, for example, certain references can only be submitted by one applicant group member; any limited submission of declarations and evidence must be explained in detail by the applicant group in an Annex to the applicant group declaration. The same rules apply to applicant groups as for applicants. 5) Other companies: applicants can use other companies to prove their suitability (suitability loan). In this case, the other company must submit a declaration of commitment according to which it will provide a specifically defined partial service for the applicant in the event of an order. Companies which lend the suitability to the applicant (suitability lenders and subcontractors) must be summarized in a list in which the name and registered office of the other company and the part of the service are formulated. (c) Awarding of active and back-up contracts: Applicants can apply for all lots. However, one bidder can be awarded only for one lot. Lower-ranked bidders, who are not awarded with an active contract can be awarded with a back-up function for the respective lot. Further details are regulated in the award documents. (d) Besides 50Hertz Transmission GmbH all companies affiliated with the Elia Group (in particular 50Hertz Offshore GmbH, Elia Grid International GmbH, Elia Transmission Belgium S.A., Elia Asset S.A., Elia Engineering S.A ) are entitled to call on this framework agreement. (E) Limitation for Awarding: The Bid evaluation is made for each lot individually. Bidders can bid on all lots. However, a Bidder can be awarded only for one lot as active supplier. Each lot will be awarded with one active supplier. In case, a bidder is the most economical bidder for more than one lot, the bidder will be awarded for the lot with the highest share. In case the shares of the lots are identical for which the bidder is the most economical bidder, the bidder will be awarded with lot 2. In each lot, the next ranked bidder who is not awarded with an active contract in one of the other lots, will be awarded as back-up supplier for the respective lot.

Beschreibung: The applicant has to provide at least 5 references of implemented and commissioned substation automation systems in substations (either high voltage grid with Onshore ≥ 220kV or Offshore ≥ 150kV) from the last 5 years with a transmission system operator using the relevant local and European standards (IEC, EN, DIN VDE - ref.Tab "Relevant Standards_IEC_EN_DINVDE) or equal to these standards, to be demonstrated by the applicant. Further requirements: Minimum 5 references are compulsory, however applicants can provide more references. Only theirs 10 best references according to the reference table will be taken for ranking (if applicable) - max 150 points in total can be achieved. If there are more than five applicants, all of the submitted references will be evaluated according to the scoring in the reference table. The commissionning date of your references cannot be older than 5 years. At least one reference has to comply with communication protocole IEC-60870-5-104 for station bus communication is obligatory. At least one reference has to be fully complying to the BDEW whitepaper (Whitepaper Anforderungen an sichere Steuerungs- und Telekommunikationssysteme / Whitepaper Requirements for Secure Control and Tele communication Systems, Version 2.0 05/2018) At least three references incl. duly execution letter, issued and signed by your client incl. the contact details at the customer and the installed technology/scope. This applies to a limited extent to the declarations and evidence under technical and professional ability if the applicant group foresees a division of tasks and if, for example, certain references can only be submitted by one applicant group member; any limited submission of declarations and evidence must be explained in detail by the applicant group in an Annex to the applicant group declaration. The same rules apply to applicant groups as for applicants. 5) Other companies: applicants can use other companies to prove their suitability (suitability loan). (d) Besides 50Hertz Transmission GmbH all companies affiliated with the Elia Group (in particular 50Hertz Offshore GmbH, Elia Grid International GmbH, Elia Transmission Belgium S.A., Elia Asset S.A., Elia Engineering S.A ) are entitled to call on this framework agreement. (E) Limitation for Awarding: The Bid evaluation is made for each lot individually. Bidders can bid on all lots. However, a Bidder can be awarded only for one lot as active supplier. Each lot will be awarded with one active supplier. In case, a bidder is the most economical bidder for more than one lot, the bidder will be awarded for the lot with the highest share. In case the shares of the lots are identical for which the bidder is the most economical bidder, the bidder will be awarded with lot 2. In each lot, the next ranked bidder who is not awarded with an active contract in one of the other lots, will be awarded as back-up supplier for the respective lot.

Only theirs 10 best references according to the reference table will be taken for ranking (if applicable) - max 150 points in total can be achieved.
