Beschreibung: The following minimum criteria for the technical and professional capacity of a bidder have been defined: a) References: [Evaluation of the ANNEX Reference description] 1. The bidder is required to provide a reference, that the solution proposed was in use by minimum two different public prosecutor or LEA offices through minimum two dif-ferent EU-funded projects in the last three years, 2. The bidder is required to demonstrate experience by providing references in deploy-ing VR-services using an unreal engine in at least two previous EU-funded projects in the past two years, 3. The bidder is required to demonstrate, by presenting references, specific experience by proving the necessary previous experience and capability to use specific investi-gative services and platforms like trojan-horse platforms, phone extractors and the experience and capability to deploy it through third party service acquisition, already in use by Judiciary Agencies, 4. The bidder is required to provide references that demonstrate that adopted training solutions have been deployed in minimum three previous EU-funded projects by a CEPOL framework partner, 5. The bidder is required to provide references of existing access to investigative ser-vices based on third party digital forensics technologies (e.g.: UFED and/or XRY) and the capability to deploy it through third party service acquisition, already in use by Judiciary Agencies, 6. The bidder is required to provide references of previous experience in the building of similar IT-infrastructures for minimum one Prosecutor Office in the past two years, 7. The bidder must demonstrate that it is a recognized public body hosting service for other public entities in the field of security (Police and/or Judiciary agencies), 8. The bidder must possess a certification of adequate reliability and quality issued by a national body (i.e. AGID and other equivalent certifications in compliance with article 17 of eIDAS Regulation.), 9. The bidder must be the owner of a layered infrastructure for the services asked for in this tender composed by a primary and secondary data centre for backup and recov-ery. It is required the availability of a redundant system, where software and data are stored in two different interconnected data centres and in case one data centre is at-tacked or detached or compromised, the data and services are immediately available in the second data centre, 10. The bidder must demonstrate the availability of a certification for the treatment of strategic data (defense, security, justice), in line with Cybersecurity Act and the ENISA Framework. The evaluation is based on an overall assessment of the references submitted. It is not nec-essary to submit several references in order to demonstrate the required suitability. b) Qualifications of the personnel deployed and key personnel figures [Evaluation of the ANNEX Qualifications of the personnel deployed and key per-sonnel figures] The bidder is required to provide CVs for each member of the proposed team, assigned to the tender’s implementation. The team must include: • a minimum of four multilanguage analysists, of which each has an English C1 level in listening, reading, spoken interaction,spoken production and writing. The members of the team should also optional cover Albanian, Italian, Arabic, Farsi, Pashtu, Amazigh. All analysists have to have in-deep knowledge of OSINT, SIGINT and HUMINT Solutions - to be prov-en by CVs; • one international coordinator specialized in Trafficking in Human Beings with proven experience in the management of at least three previous EU-funded pro-jects in the past three years and English C1 level in listening, reading, spoken in-teraction, spoken production and writing - to be proven by CV, • one assistant located in the Western Balkan region with English C1 level in listen-ing, reading, spoken interaction, spoken production and writing - to be proven by CV; All CVs should also attest, that the team and/or the services worked in at least 2 previous EU-funded projects (except the international coordinator, which needs to have experiences in at least three previous EU-funded projects) AND: • The bidder must demonstrate by proving a reference that Cyber-specialists and knowledge for the protection against cyber-attacks must be part of the organi-gram.
