Outreach and Learning Support in Secondary Schools for the Girls Go Circular Project
Under the Digital Education Action Plan (2021-2027), which outlines the European Commission's vision for high-quality, inclusive and accessible digital education in Europe, and under Action 13 "Encourage women's participation in STEM" (science, technology, engineering, and mathematics), the European Commission expects the EIT and the KICs to equip 40,000 girls aged 14-19 with digital skills by the end of 2024 through a learning programme that engages girls in an EIT-branded digital learning platform.
The Girls Go Circular Project (www.eit-girls-gocircular.eu) will achieve this ambition and involve secondary school students in selected countries that will participate in a 1-day training on digital skills and the circular economy.
As the coordinating KIC of the Girls Go Circular Project, EIT RawMaterials is seeking a professional organisation or project consortium to render the following services:
- engage secondary schools from all the countries,
- train teachers and facilitators to guide girls through the online courses,
- support schoolteachers in delivering the learning programme,
- recruit teachers and students.
The contracting authority has the unilateral right to extend the contract twice for 12 months each (extension option).

Provision and operation of an online learning platform based on Moodle Workplace
Provision and operation of an online learning platform based on Moodle Workplace
- Fully manage Moodle Workplace hosting and administrative support. Dedicated hosting of (circularlearningspace.eu) Moodle Workplace site. Including SSL, all application and server security updates, backups and bandwidth consumed.
- Project management support to assist in overseeing the successful delivery of planned upgrade to MWP.
- Remote consultancy support to assist in up-skilling new features of interest from Major upgrades. Plus implementation support to ensure smooth planned upgrade.
- UX development support to upgrade custom theme.
- Extension of core Moodle Workplace reports to include additional fields for reporting on user creation date, with the code being contributed to Moodle for inclusion in future Moodle Workplace versions.
- Custom design platform"s visualizations as well as functionalities

ICT development and technical implementation consulting services
ICT development and technical implementation consulting services related to the online learning platform circularlearningspace.eu:
- Support the further development of the platform in collaboration with the Moodle Partner.
- Support the development and improvement of the online learning modules
- Support with the Girls Go Circular website maintenance.

Translation Services
Translation Services in the framework of the Girls Go Circular Project. Source language is English and the target languages in 2023 are: Italian, Portuguese, Romanian, Bulgarian, Greek, Hungarian, Polish, Serbian, Lithuanian, Slovenian, Ukranian, Estonian, Dutch, German, French, Maltese.
Depending on the extension of the contract additional languages in 2024 and 2025 will be: Spanish, Latvian, Czech, Swedish, Finnish, Danish, Croatian, Slovak

Abschnitt III: Rechtliche, wirtschaftliche, finanzielle und technische Angaben
In order to prove their qualification and authorisation to pursue the professional activity, tenderers must declare whether they are registered in the commercial register, under which number and with which court or authority, if applicable, using form "Declaration on Eligibility". If there is no obligation to be registered in the commercial register (e.g. due to the legal form of the tenderer), a declaration must be made accordingly.
For the Member States of the European Union, the respective professional or trade registers are set out in Annex 11 to Directive 2014/24/EU.
Declarations must be made by using the form "Declaration on eligibility"
1.) Total turnover: Annual turnover in EUR (net), based on the last three completed financial years before the time limit for requests to participate, for which figures are already available.
2.) Business liability insurance: Evidence must be provided of the existence of business liability insurance for activities that are the subject of the tendered contract.
Declarations must be made by using the form "Declaration on eligibility".
2.) The business liability insurance to be proven must include the following minimum coverage:
- Personal injury, property damage and financial loss: EUR 500,000 sum insured per claim and limited to EUR 1 million sum insured for all claims in an insurance year.
1.) Tenderers have to make proof of suitable references on supply and service contracts performed in the past, in the form of a list of the main supplies and services delivered or performed over the last three years before the time limit for tenders, at most, with details of the contract value, delivery or performance dates, public or private clients. The number of references to be indicated is not limited. A reference is suitable if it demonstrates experience in the provision of services comparable to the services of the tendered contract.
2.) Declaration showing the tenderer's average annual number of permanent employees over the last three completed fiscal years before the time limit for tenders.
3.) Tenderers have to declare which parts of the contract the tenderer intends to subcontract, where such a declaration is already possible.
Declarations must be made by using the form "Declaration on eligibility".
1.) Each of the following criteria has to be met through at least one reference:
Lot 1 (Outreach and learning support in secondary schools):
- The tenderer must demonstrate experience in project work in a multilingual and international environment (at least 2 languages and at least 2 countries).
- The tenderer must demonstrate experience in project work with a political dimension (publicly funded projects).
- The tenderer must demonstrate experience in working with secondary schools in at least ten countries that are targeted by the project.
Lot 2 (Provision and operation of an online learning platform based on Moodle Workplace):
- The tenderer must demonstrate experience in project work in a multilingual and international environment (at least 2 languages and at least 2 countries).
- The tenderer must demonstrate experience in operating learning platforms based on Moodle Workplace including software hosting and maintenance services.
Lot 3 (ICT development and technical implementation consulting services)
- The tenderer must demonstrate experience in project work in a multilingual and international environment (at least 2 languages and at least 2 countries).
- The tenderer must demonstrate experience in the content management of Moodle based learning platform.
- The tenderer must demonstrate experience with UI/UX design of Moodle based learning platforms for secondary schools.
- The tenderer must demonstrate experience with administration services of Moodle based learning platforms.
- The tenderer must demonstrate experience with the EU DigComp framework (DigComp 2.1 or 2.2).
Lot 4 (Translation services)
- The tenderer must demonstrate experience in project work in a multilingual and international environment (at least 2 languages and at least 2 countries).
- The tenderer must demonstrate experience in project work with a focus on secondary school educational issues.
One reference may cover more than one of the above-mentioned exclusion criteria.
It must be possible to verify on the basis of the information provided by the tenderer whether the above-mentioned exclusion criteria are met i.e., tenderers are requested to address the above-mentioned excusion criteria in the description of the respective reference project if these are considered to be met by the tenderer. Missing information will not be requested. In this case, the criterion is deemed not to be met.
Abschnitt IV: Verfahren
Girls Go Circular is an EU-funded project that has been running since 2020. It was only in December 2022 that it was signalled that the project would be continued on a significantly expanded scale in 2023, 2024 and 2025, with corresponding funding. To enable the project to continue with the least possible interruptions, it is necessary to limit the duration for the tender procedure for the necessary services to further implement and expand the project. Nevertheless, interested companies should be given sufficient time to prepare and submit tenders.
Abschnitt VI: Weitere Angaben
1) Tenderers must declare the absence of the exclusion grounds stated in sections 123 et seq. of the Act against Restraints of Competition (ARC). In addition, tenderers shall, for the purpose of implementing Art. 5k (1) of Regulation (EU) No 833/2014 as amended by Art. 1 No. 23 of Council Regulation (EU) 2022/576 of 8 April 2022, declare that they are not a person with relations to the Russian Federation within the meaning of Art. 5k (1) of Regulation (EU) No 833/2014 and will not subcontract services to such a person. For this purpose the form "Declaration on the absence of grounds for exclusion" must be used.
2) Tenderers may refer to the capacities of third parties under the conditions of section 47 of the Procurement Ordinance (Vergabeverordnung - VgV).
3) It is admissible to participate as a bidding consortium. A bidding consortium is treated legally like a single tenderer. Insofar as tenderers are mentioned in this contract notice or in the procurement documents, this refers to both individual tenderers and bidding consortia. In the request to participate, members of the consortium must name an authorised representative. The authorised representative is available as contact person for the consortium in this procurement procedure. The eligibility review shall be carried out taking into account all documents submitted by the bidding consortium. The suitability to pursue the professional activity and the absence of grounds for exclusion under section 123 ARC and section 124 ARC must be proven individually for each member of a bidding consortium. With regard to the other eligibility criteria, the bidding consortium as a whole is subject of the eligibility review. For this reason, each member completes the declaration on eligibility only to the extent that it applies to that member. If and insofar as members refer to third parties" capacities, the declaration on third parties" capacities must also be completed and submitted. The eligibility review shall take into account all documents submitted by the bidding consortium.
4) The language of this procurement procedure shall be English. All communication shall be conducted in English. In addition to copies of originals documents in other languages than English (also German), simple translations into English must also be enclosed for information and proof which are not in English. Services will have to be provided exclusively in English, as the working language at EIT RawMaterials is exclusively English. However, the contract to be awarded in this procurement procedure as the procurement procedure itself will be subject to German law exclusively. Therefore, the successful tenderer will be asked to provide a full translation into German of his final tender.

According to section 160 (3) sentence 1 No 4 ARC a review procedure is inadmissible, if more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the objection.
