Offshore Wind Farm (OWF) He Dreiht — Lot Main Automation Contractor (MAC)
The EnBW He Dreiht GmbH seeks to contract the scope of the Main Automation Contractor (MAC) work package. This scope includes the engineering, procurement, installation and commissioning of the Main Automation System (MAS) in the Offshore Wind Farm.
German EEZ, Northsea Cluster 7.
The assumed Scope will comprises the engineering, procurement, manufacturing, installation and commissioning of a main automation system including generator block controllers and the station automation system controllers, communication system and integration of the WTG-controller and all their auxiliary control and protection systems.The detailed scope is subject to change but will likely include the following works (including all associated (required) engineering works, studies, method statements, documentations, interface engineering, programming, maintenance/service etc.):
1) Planning of the offshore automation network;
2) Engineering of offshore automation and control network;
3) Engineering of generator block controllers;
4) Procurement of control and communication equipment;
5) Erection of the control and communication equipment;
6) FATs for control and communication equipment;
7) Integration of all control and protection systems in the wind farm;
8) IFATs for control and communication equipment;
9) Commissioning of control and communication equipment;
10) Transportation of the control and communication systems to specific sites;
11) Installation of control and communication equipment on the required sites locations;
12) Offshore installation and commissioning activities;
13) Site integration tests of control and protection equipment of complete wind farm;
14) Site acceptance tests of wind farm control and communication equipment;
15) Control and protection tests via emergency radio communication channels;
16) Training of the operational and maintenance staff;
17) Maintenance and service of the hardware and software.
Due to change in the overall program/OWF project.
If possible, the bidder is invited to offer-maintenance and service of the hardware and software- related to the required scope at sole discretion for the tendering company.
This may be integrated into the contract as a service level agreement.
The tenderer’s offer does not create any obligation to the tendering company. Moreover, the tendering company reserves its unilateral right to:
• assess all parameters in TCO Model (Total Cost of Ownership) under consideration of offered terms/ prices in tenders, which may result in awarding of a tender other than the lowest price tender received;
• award a contract based on initial or subsequent tenders received without requesting best and final offers (BAFO’s);
• request by means of addenda further terms and conditions at a later stage; and
• reject any tender (at any stage of negotiation) and make changes to this Invitation to Tender without advance notice, refund or any other obligation. It is expressly mentioned that this right shall be unilateral to the tendering company.

Proof of experience as EPCI contractor for automation projects. Or as an alternative extensive experience as EPCI contractor for any type of combination with experience as installation and commissioning contractor for automation and control system.
Minimum proofs include customer, contact person, year of order and start of work, scope of delivery and services. An ongoing project which would be completed by the assumed FID date will be considered as reference for the installation contractor criterion.
Proof of:
— integration of windfarm controllers, protection systems and station automation system for switchgears;
— integration and/or configuration of power management/balancing system with windfarm controllers and protection systems;
— implementation of WAN communication systems based upon SDH/ DWDM with the control and protection systems.
Proof of integration of radio communication system for remote control and protection of wind farm.
Proof of access to FAT, IFAT and SAT facilities (optional - cooperation with sub contractors).

Training of staff for operations and maintenance as per project time assumptions within Europe Union.

The eligibility criteria differentiate between two categories elimination criteria’s and criteria for information. The respective achievement of a criterion of eligibility in the context of the evaluation is determined based on the attachments and documents submitted by the applicant or the information given therein.

Bidder consortia are obliged under § 50 Abs. 3 SektVO to set up a joint company in the legal form of the GmbH or the GmbH and Co. KG (project company) or a lawfully equivalent legal form. The shareholder structure must be disclosed to the contracting company. The members of the consortium as shareholders must declare that they have provided the project company with the necessary funds for the performance of their contractual obligations for the duration of the contracts concluded. It must also be explained that the partner(s) in addition to the project company are jointly and severally liable for their obligations. It must also be stated that it is not intended to give up the participation(s) in the project company or to change their amount without first obtaining the written consent of the contracting company. In the case of a sale of the shares or measures having equivalent effect, a legally binding declaration of the new shareholder must be provided.

According to Section 160 (1) GWB, the public procurement chamber initiates a review only on request. An application may, inter alia, be inadmissible if the applicant has not complained in due time of the alleged infringement of public procurement rules. Infringements recognised in the award procedure must be notified to the tendering company within ten calendar days (§ 160 (3) No 1 GWB). Infringements of procurement rules, which are recognisable on the basis of the notice, must be notified at the latest by the end of the participation period (§ 160 (3) No 2 GWB). Infringements that can only be identified in the tender documents must be notified at the latest by the end of the offer period (§ 160 (3) No 3 GWB).
