Chopper System (Neutrons) for BEER / ESS - in 2 Lots
1 Chopper System (Neutrons) consisting of 7 assemblies, divided in two Lots.
The European Spallation Source (ESS) ERIC (European Research Infrastructure Consortium) as joint European project is a large scale, multinational research facility being built in Lund, Sweden, with a data management and software centre in Copenhagen, Denmark.
The European Commission has, by decision (EU) 2015/1478 of 19 August 2015, established ESS as responsible for constructing, operating, developing and decommissioning the Facility.
The Swedish and Danish Governments have agreed to host ESS with Sweden as the host member state in accordance with Regulation (EC) No 723/2009.
The facility will be a world-leading centre for materials research and life sciences using neutrons and will host the world"s most powerful neutron source.
BEER is a time-of-flight engineering diffractometer being built at the ESS.
BEER is intended to enable studies of condensed matter by observing the scattering of thermal or cold neutrons by a specimen.
The unique feature of BEER will be that a large number of short pulses are extracted from the long pulse of the ESS, which is unique after its completion, resulting in significantly higher neutron flux at the sample and thus higher intensity and broader resolution range while providing comprehensive detector coverage.
The pulse structuring and wavelength band selection functions of neutron chopper systems are central to the operation of instruments at ESS. High performance systems will be required in order to access as much as possible of the long pulse simultaneously increasing the flux available and permitting access to the large dynamical range of the pulse.
During the specification, design and implementation of these complex systems it is also of utmost importance to consider the serviceability, maintainability and accessibility of the individual systems and units in order and ensure the highest instrument availability achievable.
In this context Hereon is issuing a tender for
1 Neutron Chopper System consisting of 7 assemblies that include 5 disc choppers with motor controllers and monitoring system and two lower enclosures of a split housing module divided
in two Lots:
Lot 1:
2 Pulse shaping (PSC) Chopper assemblies + 1 lower enclosure of a split housing module,
1 Frame definition (FC1) Chopper assembly
1 Modulation (MC) Chopper assembly + 1 lower enclosure of a split housing module
Lot 2:
1 Frame definition (FC2) Chopper assembly
The Scope of Work includes all necessary tasks and deliverables for the operation of the Chopper System, as defined in the requirement specification:

1 Chopper System for Neutrons / Lot 1
The assemblies 1 - 6 of the Chopper System are located inside of the ESS bunker.
All Chopper discs have a disc radius of 350mm and shall be able to rotate bi-directional.
In the bunker magnetic bearing shall be used. Outside the bunker magnetic or ball bearings are possible.
All Assemblies based on a horizontal split housing concept (Assembly 3 - 7) shall have an upper part of the housing designed to allow for remote handling. The scope of supply contains the following assemblies:
For all Chopper assemblies a Chopper control system, Chopper Cables from chopper assemblies to chopper racks, Chopper utilities from chopper assemblies to connection points and Cover for the lower enclosures for all chopper assemblies based on a split housing concept are in the scope of supply.
Lot 1:
Chopper Assembly 1, PSC1 + Chopper Assembly 2, PSC2:

Beam height at Chopper position: 64.43mm (PSC1), 66.00mm (PSC2)
Chopper Assembly 4, FC1 (face to face Chopper)
Operating speeds:
a. Disc 1: 7, 14, 28 Hz
Opening Angle of the cut out: 72Grad
Beam height at Chopper position: 70.77mm
b. Disc 2: 63, 70 Hz (to be installed at a later time, not part of the scope of supply)
Chopper Assembly 5, MC
Operating speeds:
a. Disc 1: 42 - 280 Hz
Opening Angle of the cut out: 8 x 4Grad (cut outs have to be rectangular)
Beam height at Chopper position: 73.49mm
b. Disc 2: 42 - 280 Hz (to be installed at a later time, not part of the scope of supply)
Chopper Assembly 3, PSC3 + Chopper Assembly 6, MCc
only lower enclosure, disc and upper part of the housing will be installed at a later time and are not part of the scope of supply.

In the event of unforeseen circumstances, the delivery time may be extended.
Pursuant to sec. 14 para. 4 no. 5 and 9 VgV (Procurement Ordinance - Vergabeverordnung), the right is reserved to award the repetition of similar services and/or deliveries corresponding to the basic project in a negotiated procedure without a competitive tender under the same conditions as the basic contract. Further information on the option of hourly paid work is contained in the procurement documents and the contract.

1) The tender documents must be downloaded from the internet address given in sec. I.3. Their use is binding. If further information or clarification should be required from Hereon during the tender, this additional information will also be published at the above mentioned Internet address.
2) Questions concerning the requirements of this notice and the tender documents should be addressed to Hereon via the awarding platform immediately, but not later than 21st March 2022. Hereon reserves the right not to answer questions received later.
3) Tenders must be transmitted electronically to the body designated in sec. I.3 via the awarding platform. Until the deadline expires, tenders are encrypted so that Hereon has no access to them. However, the tenderer is free to edit and re-upload his tender to participate within the deadline.
4) Hereon reserves the right to request a follow up for incomplete or missing documents in the tender at short notice.
5) Hereon reserves the right to cancel the procedure on objective grounds. Claims of the tenderers for compensation are - as far as legally permissible - excluded. By downloading the tender documents, the applicant agrees to this.
6) Candidate consortia must submit, with their request to participate, a legally binding declaration according to the application documents signed by all members and must comply with the requirements stated therein
7) Referring to point II.2.10: Variant tenders (variation/alternative tenders) are limited to specific subjects. For further details, please refer to the procurement documents (Annex 2)

Precise information on the time limits for lodging appeals:
- Section 134 (2) of the GWB - information and waiting period obligation: a contract may not be concluded until 15 calendar days after the information pursuant to Section 134 (1) of the GWB has been sent. If the information is sent electronically or by fax, the period is reduced to 10 calendar days. The period shall commence on the day following the dispatch of the information by the contracting entity; the day of receipt by the tenderer and candidate concerned shall be irrelevant.
- The award procedure is subject to the provisions on review proceedings before the Public Procurement Tribunal (Section 155 et seq. GWB). Pursuant to Section 160 (3) GWB, the application is inadmissible to the extent that:
1. the applicant has recognized the asserted infringement of procurement regulations prior to filing the application for review and has not objected to it vis-à-vis the contracting entity within a period of 10 calendar days; the expiry of the period pursuant to Section 134 para. 2 GWB shall remain unaffected,
2. violations of procurement regulations which are identifiable on the basis of the notice are not notified to the contracting authority at the latest by the expiry of the period for application or submission of bids specified in the notice,
3. violations of procurement regulations which are only recognizable in the award documents are not notified to the contracting entity at the latest by the expiry of the period for application or submission of bids,
4. more than 15 calendar days have elapsed since receipt of the contracting entity's notification that it does not intend to remedy a complaint. The preceding sentence shall not apply in the case of an application for a declaratory decision on the invalidity of the contract pursuant to Section 135 para. 1 no. 2 GWB. § Section 134 (1) sentence 2 GWB shall remain unaffected.
