Thailand, one of GIZ"s partner countries, struggle to manage the impacts of climate change. Extreme events, such as droughts and floods have been intensifying and are adversely affecting people and the economy. Agriculture and agricultural livelihoods are especially vulnerable to changing climatic conditions. Thailand being an important rice producer, climate change will also have an impact on the rice production for the global market. With climate extremes expected to increase, climate-informed water management and climate-resilient water infrastructure will be critical to prepare for and respond to floods and droughts. In Thailand"s National Adaptation Plan 2018, flood control and drought management are both highlighted as key priorities. The Enhancing Climate Resilience in Thailand through Effective Water Management and Sustainable Agriculture (E-WMSA) project, funded by the Green Climate Fund (GCF), proposes integrated solutions which bring together water management and agriculture. The 4-year project will support the adaptation of water management and agricultural livelihoods in the Yom and Nan River basins to climate change induced extreme weather events including droughts and floods. Efforts through this support will help influence a paradigm shift to move towards climate risk informed water and livelihood management through tailored climate information, technical support, and the adoption of innovative technologies and practices, such as ecosystem-based adaptation. The project will help realize Thailand"s commitment towards the achievement of the Sustainable Development Goals (SDGs) at both a national and sub-national level, uplifting the lives and livelihoods of vulnerable communities in the country. The E-WMSA is executed by the United Nations Development Program (UNDP) together with the Thailand Royal Irrigation Department (RID) under the Ministry of Agriculture and Cooperatives (MOAC). It combines three main outputs; 1) improved climate information and cross sectoral coordination; 2) improved water management by Ecosystem-based Adaptation (EbA) measures; and 3) reduced volatility of agriculture livelihoods, offering a holistic approach for enhancing climate resilience in Thailand. Within Output 2, GIZ has been commissioned by UNDP as Responsible Party for activity 2.2, in a joint task, where RID does the actual implementation of EbA measures, and GIZ supports the identification, detailed design, training, monitoring, and policy integration of EbA measures, in order to support RID and local communities in adapting water management in response to extreme droughts and floods.

Beschreibung: The E-WMSA project, is executed by United Nations Development Program (UNDP) and Royal Irrigation Department (RID) under the Ministry of Agriculture and Cooperatives (MOAC), aims to enhance climate resilience in Thailand through three main outputs: improved climate information and coordination, enhanced water management by Ecosystem based Adaptation (EbA) measures, and reduce volatility of agriculture livelihoods. Within Output 2, GIZ has been commissioned by UNDP as Responsible Party for activity 2.2, in a joint task, where RID does the actual implementation of EbA measures, and GIZ supports the identification, detailed design, training, monitoring, and policy integration of EbA measures, in order to support RID and local communities in adapting water management in response to extreme droughts and floods. To support GIZ in its tasks, GIZ seeks for contractual service to provide technical inputs to a capacity building program, actual design, and technical guidance on 3 EbA measures (contributing to 5 infrastructures as planned by RID. GIZ developed THREE components and accompanied by specific indicators. Component 1: Capacity Building Program on EbA Framework and Approach This component focuses on developing and delivering training sessions to enhance the capacities of stakeholders, including RID staff, local communities, and water-related agencies. Work packages include the development of training concepts, technical content, materials, and training result and evaluation methodologies and report for both foundation and advanced technical training programs to be submitted in English and Thai. 1.1 Foundation training/ workshop program and its training materials have been developed, delivered, and evaluated to capacitate 25 selected participants approximately 10 sessions during the contract timeframe 1.2 Advance technical training program and its training materials have been developed, delivered, and evaluated to capacitate 12-15 selected participants approximately 5 sessions during the contract timeframe) Component 2: Technical Advisory Services on identification (including sites), detailed design, guidance for implementation, and framework for monitoring of 3 EbA measures complementing 5 grey infrastructures This component involves the identification, detailed design, and guidance for the implementation of three EbA measures complementing five gray infrastructures. The work packages cover hydrological and eco-hydrological analyses, selection of EbA measures, digital-based monitoring and evaluation, and the design and preparation for the implementation of selected EbA measures. Stakeholder engagement, economic evaluations, and the development of a monitoring framework are crucial aspects. All report is required in English and Thai. 2.1 Methodology for diagnostic analysis and shortlisting of suitable locations for EbA implementation is developed and conducted, including e. g. short summaries of measures to stakeholders, including sets of relevant criteria to be proposed by the contractor 2.2 Potential EbA measures are identified and three most suitable EbA measures are prioritized and selected in a close consultation with relevant stakeholders 2.3 Digital solution-based Monitoring & Evaluation framework for three selected EbA measures is developed and initiated with relevant stakeholders 2.4 Construction designs for three selected EbA measures are developed 2.5 Technical guidance on EbA implementation is provided to the project partners and relevant stakeholders Remark: *Targeted stakeholders (approximately 30 persons) for kick off and consultation meetings (up to 12 meetings) *GIZ will hand over existing information (data, hydraulic and hydrological models, details of planned infrastructure measures, etc.) to the contractor. However, the contractor shall make the necessary coordination to enable this handover. *Travel costs and allowances (approximately 1,800 EUR/mission) of relevant stakeholders for such monitoring missions will be covered by GIZ. Component 3: Integration of EbA Approach into Policy and Planning This component addresses activities that document the insights gained from the implementation process of EbA implementation and conduct a thorough analysis to identify an integrated strategy for integrating EbA into policy and planning at both the river basin and national levels. . It involves documenting EbA implementation experiences, lessons learned, and developing policy recommendations for integrating EbA approaches into water management policy and planning. Relevant documentation and policy recommendations are expected to be presented and discussed with stakeholders. All documents are submitted in English and Thai. Remark: *GIZ will be hosting and providing logistics (i. e. meeting room, catering, travel of consultants, accommodation of consultants) of the meeting with relevant stakeholders. Project and Knowledge Management Requirements The ToR outlines requirements for expert assignment, expenditure management, and cost control. It emphasizes the contractor's role in active monitoring, reporting, and results-based evaluation of the project. Data protection and information security measures are also specified. Other Requirements To promote gender equality, environmental protection, and conflict sensitivity, the contractor is expected to implement measures such as women's participation consideration, climate vulnerability analysis, and risk assessment for selected EbA measures. It is significant to have a balanced staffing profile in terms of gender and age and emphasizes the need for regular reporting and collaboration between the contractor and GIZ to ensure effective project management and knowledge sharing.
