The water and sanitation sector is one of the three priority areas of cooperation between the Republic of Benin and the Federal Republic of Germany. The new AGIR-Eau project (Appui à la Gestion Intégrée des Ressources en Eau dans le context du changement climatique - Support for Integrated Water Resources Management in the context of climate change), financed by the Federal Ministry for Economic Cooperation and Development (BMZ), supports the implementation of Integrated Water Resources Management (IWRM) in the Pendjari, Mékrou and Mono river basins, as well as the management of wastewater and fecal sludge in the Grand Nokoué and two secondary towns (Djougou and Lokossa). The Ministry of Water and Mines (MEM) is the project's supervising ministry.
The project is composed of three fields of activities, each corresponding to an Output:
1) Policy and strategic support (Output 1)
2) Integrated Water Resources Management (IWRM) in the context of climate change (Output 2)
3) Wastewater and Faecal Sludge Management (Output 3)
Output 1 aims to develop, update and implement water management action plans and programmes that improve climate resilience and gender equality. This area of work provides strategic support to partner ministries (Ministry of Water and Mines, Ministry of Environment and Sustainable Development, Ministry of Health). Through this component, institutional support is provided as well as the drafting of some strategic documents for the sub-sectors of integrated water resources management and wastewater management. The activities of this component also support governmental reforms for a better support to the Beninese state.
Component B (Output 2) implements activities to strengthen the capacity of the Ministry of Water and Mines (MEM) and its technical directorates and local water committees on Integrated Water Resources Management in the Pendjari, Mekrou and Mono river basins. The aim is to develop integrated water resource management measures that are resilient to climate change. These measures should enable the populations (especially women) to improve their income and the local water committees to have the financial means to invest in the protection of the resource. In addition, the project will strengthen the Flood Early Warning System (SAP) by rehabilitating the existing network with new telemetric sensors and improving the collection and transmission of real-time sensor data.
Output 3 aims to develop the basic elements of a service chain in the field of wastewater and faecal sludge treatment. This sector is one of the new priorities of the Beninese government and many projects are currently underway (both in Greater Cotonou and in the country's secondary cities) on the setting up of the faecal sludge management service and the construction of treatment plants. In particular, German cooperation, via KfW, has built a faecal sludge treatment plant (STBV) in Calavi to treat the sludge of 300,000 inhabitants of Greater Nokoué. The construction of this STBV is now being finalised. Another STBV financed by the World Bank is being completed in Semé-Podji. Interventions in the field of "Wastewater and faecal sludge management" will concern the whole of Grand Nokoué and two secondary towns, but special attention will be given to the STBV financed by KfW.
