The daily lives of internally displaced persons (IDPs), returnees and host communities in Baidoa district are defined by poverty, extensive vulnerability, psychological stress and negative coping strategies, food insecurity and a lack of (economic) prospects as well as social marginalisation.
A lack of education, professional qualifications, work experience or entrepreneurial skills mean that many IDPs, as well as returnees and members of host communities, lack the skills needed for employment or self-employment. These inadequate income opportunities lead to insecure livelihoods.
The project is directly addressing these vulnerable groups, with a focus on women and young people, by improving their income opportunities through coordinated interventions and promotion of daily living skills, employability and entrepreneurship in combination with individual coaching and mentoring.
The aim is to promote personal and socio-economic skills and to develop community capacities to (re)establish psychosocial well-being in order to strengthen the community's social cohesion.
The project comprises three fields of action:
1. Strengthening capacities of private sector and government actors to provide counselling and income generation to households.
2. Strengthening the individual employability of the target group, both in terms of self-employment and entrepreneurship and in terms of dependent employment.
3. Creating offers for low-threshold psychosocial measures to strengthen the target group's self-confidence to engage in economic activity.
Due to the high volatility of the security situation in Baidoa district, the project is implemented partly by partners and managed remotely. The GIZ staff in Baidoa is required to follow strict security measures limiting movement and access to project sites.

The contractor will perform different tasks related to the monitoring of the project activities and thereby contribute to the results-based monitoring system of the project. The necessary activities are based on the results matrix of the project but the contractor will also contribute to the monitoring of the output indicators.
The contract will include two assignments: a baseline and endline assessment and third party monitoring during the project duration, 3 years.
The baseline assessment is to collect project baseline data that will be used as a basis for measuring results/milestones at certain points during project implementation and at the end of a project. To effectively measure this project"s impact and success, strong and evidence-based baselines are required for all the project"s key indicators as specified in the results matrix. This baseline assessment is meant to constitute the basis to measure the project performance over time. The data collected will be both qualitative and quantitative in nature and will include information gathered on the outcome and output indicators, as provided in the project results matrix.
The main objective of the endline assignment is to assess whether and to what extent the goals of the components of project have been accomplished after its implementation. Results will be compared to the data collected in the baseline study conducted at the beginning of the program, this is especially relevant for indicators. The purpose of the assessment is to provide specific information and data for the indicators. With this info, the program staff will subsequently be able to validate and check if the interventions within the program design were relevant and adequate.
The second assignment is a Third Party Monitoring (TPM) over 3 years. GIZ is looking to strengthen its evidence results based approach by commissioning a consulting firm to conduct TPM to provide independent project verifications, analysis and in-depth information to support effective oversight of the project on a need basis. The TPM mechanism will assess the implementation of projects in Baidoa and monitor key project deliverables and performance indicators as in the results matrix.
GIZ is looking to contract for a multifaceted TPM model which will provide a combination of routine monitoring in Baidoa District and verification of activities, with options to enhance data gathering and analysis through in-depth verifications where the need is identified. All activities take place in Baidoa District, Somalia. The main objective of this assignment is to provide primary data by conducting independent monitoring and evaluation of activities implemented by partners of the project. To that end, the consultant will collect data by observations, key informant interviews, and other methods he or she deems necessary to provide an accurate overview of the implementation progress in order to ensure compliance with the contractual arrangements.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
