For the fabrication works related to the several components for the EnBW Offshore Windfarm He Dreiht (hereafter abbreviated as HD) the tendering party shall be competently represented at the corresponding fabrication and assembly sites.
Four main service packages are tendered. The tenderer may give a quote to one or more.
For the performance of the individual service packages, experts shall be provided by the tenderer who have the required qualifications and experience and can thus fully cover the monitoring and quality control tasks. The tendering party reserves the right to reject people that do not comply with the requirements and qualifications listed in the ITT.
In the following sections there is a brief description of the individual service packages, the preliminary places of performance and the preliminary time schedule. All dates may change slightly due to usual project delays. For all packages, we expect up to two (2) inspectors per site permanently, expect for the blade package where it can be up to six (6) inspectors.
- Supervision Foundation Supply (one package)
The foundation consists of a monopile and a grouted transition piece.
Fabrication of the 64 monopiles takes place at Steelwind Nordenham, Germany in the period of 08/2023 to 06/2024. Executed works will be welding, coating, components handling and storage activities.
Fabrication of the 64 transition pieces takes place at Smulders Projects UK in Newcastle upon Tyne, UK in the period of 03/2023 to 06/2024. The primary steel components will be fabricated at Sif Netherlands B.V. in Roermond, The Netherlands, in the period of 01/2023 to 08/2023 and will be delivered to Smulders Projects UK. The secondary steel components will be fabricated at three sites mainly in Poland which will afterwards be delivered to Smulders Projects UK as well.
Executed works will be welding, coating, assembling, electrical outfitting, components handling, components transports and storage activities.
Manufacturing Surveillance WTG Tower - Steel

The 64 Wind Turbine Generators (WTG) incl. tower will be delivered by Vestas. As detailed below a surveillance scope is agreed for hub/nacelle assembly, tower and blade suppliers.
The work is divided in three packages. The tenderer may choose to apply to one or more.
- Tower fabrication is planned to take place at Welcon in Give, Denmark in the period of 03/2024 to 05/2025 (a second supplier in Spain might be possible).
Manufacturing Surveillance WTG: Hub and Nacelle Components & Assembly
Different locations in Europe

According to Section 160 (1) GWB, the public procurement chamber initiates a review only on request.
An application may, inter alia, be inadmissible if the candidate has not complained in due time of the alleged infringement of public procurement rules. Infringements recognized in the award procedure must be notified to the tendering company within ten calendar days (§ 160 (3) no. 1 GWB).
