81272545-Technical support for the implementation of the 4E project in Viet Nam
The Renewable Energy and Energy Efficiency (4E) Project aims to improve the prerequisites for using renewable energies and increasing energy efficiency at?key players from government and industry through the development of support mechanisms for further expansion of renewable energies, support for the development of energy transition strategies, support for the development and implementation of energy efficiency action plans, trainings for policy makers, project developers and investors, on the job-training for local consulting firms and key energy companies, support to renewable energy and energy efficiency technology transfer as well as organization of study trips and match-making events. GIZ and the Electricity and Renewable Energy Authority (EREA) and the Department of Energy Efficiency and Sustainable Development (DEESD) of the Ministry of Industry and Trade (MOIT) in Viet Nam are jointly committed to work in three Action Areas:
1) Legal and Regulatory Frameworks;
2) Capacity Development;
3) Technology Cooperation.
The contract to be tendered now will establish standing pools of highly specialized experts to support the implementation of the 4E project of the 4E project for a period of twenty-four (24) months, with input of up to 1,580 expert days. Specifically, the consulting firm or consortium will provide International Senior Experts and International Junior Experts flexibly and on short notice to implement project activities as agreed between GIZ and its project partners.

The Renewable Energy and Energy Efficiency (4E) Project aims to improve the prerequisites for using renewable energies and increasing energy efficiency at?key players from government and industry through the development of support mechanisms for further expansion of renewable energies, support for the development of energy transition strategies, support for the development and implementation of energy efficiency action plans, trainings for policy makers, project developers and investors, on the job-training for local consulting firms and key energy companies, support to renewable energy and energy efficiency technology transfer as well as organization of study trips and match-making events. Relevant Work Packages cover technical topics including:
1) Renewable Energy Law and related regulations,
2) On-shore and Off-shore Wind Energy,
3) Technologies for decarbonizing the industrial sector,
4) Grid flexibility - storage of electricity and battery,
5) Energy Transition Strategy and Road Map, and
6) Energy Efficiency.
Because all activities ultimately must be agreed with the political partner and beneficiaries, and given the historically dynamic energy situation in Viet Nam, it is not possible to specify a more detailed work plan at this point. It is important that the consulting firm or consortium provide its professional perspective on activity development and implementation in the Viet Nam context, and essential that the consulting firm or consortium implement flexibly with regard to content and personnel.
The contract to be tendered now will establish standing pools of highly specialized experts to support the implementation of the 4E project of the 4E project for a period of twenty-four (24) months, with input of up to 1,580 expert days. According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
