The Vietnam country package (GIC) is part of the global project "Green Innovation Centres in the Agricultural and Food Sector" of the BMZ special initiative "ONE WORLD without Hunger" (SEWoH). It is carried out in six central provinces of the Mekong Delta the so called "core rice belt", which consists of 20 districts in An Giang, Dong Tharp, Can Tho, Kien Giang, Hau Giang and Soc Trang. The core element is the ability of smallholder farms, as well as upstream and downstream companies in the value chain (VC) rice and complementary mango value chain to use income-, employment- and quality-increasing as well as climate-intelligent innovations. The project contributes to the Mekong Delta agricultural sector"s transition towards resilient, higher-value production through improvements in product quality, environmental footprint, and competitive supply chains.
The Vietnam country package thus contributes to the objectives of the global project of increasing income, promoting employment and adapting to projected impacts of climate change as well as to the Special Initiative's objective of overcoming hunger and malnutrition. The situation of women and young people is to be improved, especially with regard to (youth) employment. The measures will be implemented within the framework of three core modules (or fields of action) and an adoption-focused proxy module: (1) Local innovation systems (output A), (2) competence development (output B) and (3) sustainable agribusiness (output C). Under "from innovation to mainstream" (output D), the effective adoption and broad-scale impact of innovations promoted through the three core output areas is assessed. Natural resources management (NRM) and the adoption of climate-smart innovations to reduce the vulnerability against the projected and already occurring impacts of climate change play a crucial, cross-cutting role for GIC. The transfer of innovations and further know-how in rice and mango value chain aspects to other partner countries of the GIC in the agricultural and food industry is also of particular importance.
The lead executing agency for the project is the Ministry of Agriculture and Rural Development (MARD). At the implementation level, technical departments of MARD, provincial and local level authorities, research institutions and private enterprises play a crucial role.

The project component"s overall objective is to enable small-scale farmers and up- and downstream enterprises of the mango value chain to successfully implement the identified innovations in the form of adapted business models. This assignment focuses on mango farms, producer groups and cooperatives, and up-and downstream businesses with particular attention to effective linkage to profitable market channels, considering the specifics of this value chain.
The consultant will implement the assignment through providing the services structured in four work areas that cover all value chain elements, the project objectives, and the general contribution to improving resilience and framework conditions for sustainable fruit value chain development in the Mekong Delta. The four work areas are (1) Innovation Promotion, (2) Capacity Development, (3) Service and market partnerships, and (4) Knowledge Management, Learning & Advocacy.
The four main target groups of this assignment are a) mango producing farmers who will be further specified based upon regional characteristics and target criteria, b) private service providers and value chain actors (including wholesalers, retailers and consumers in target markets), c) public applied research and public extension services, and d) decisionmakers at local and national level. Through compilation of, and contributions to knowledge management products, the consultant also helps GIC to address a global public interested in the work of German Cooperation.
To ensure effective adaptation, uptake and anchoring of innovations, the contractor mobilizes local partner institutions" and businesses" capacities to deliver the services under this contract. This adds to sustainability and scalability of the innovations and provides flexibility and coordination during implementation.
The consultant is responsible for the achievement of the following module indicators, as well as for contributing to the output indicators as they contribute to the achievement of the impact indicators for the mango value chain, and the overall goal of the program:
Module indicator 1: The productivity of 500 small scale farmers in the mango value chain who apply the identified innovations has increased, while the use of pesticides and the occurrence of pesticide residues is reduced.
o Partner institutions have trained intermediaries to transmit selected innovations.
o Intermediaries from partner structures have trained 1.000 persons from smallholder farming households (of which 35% women and 35% young people) in professional training measures that promote prior selected innovations.
o At least 5.000 persons have been informed on the application of supported innovations in the respective value chains through (digital) media and events.
o 50% % of 1.000 smallholder farmers have adopted the supported innovations for mango on their farms.
Module indicator 2: The income of the supported 500 small scale mango farmers through sale of their products in the rice value chain is increased by 20%.
o Partner structures have identified at least two innovations in the mango value chain that lead to productivity and income increases in smallholder farming households; of which one considers the impact of climate change, and one from the extension module natural resources.
o Regional, national, and/or international innovation partnerships between actors of the value chain mango have committed to disseminate and develop the innovations further.
o Interest groups of the value chain actors have contributed to the design of framework conditions for sustainable structural change
Module indicator 3: 60% of the supported smallholder farming households apply climate-intelligent innovations to overcome the projected impacts of climate change.
Module indicator 4: In 80 % of the supported enterprises up- and downstream of mango production an improvement of three out of the following five key performance indicators (KPIs) has occurred: turnover, number of clients, formal business relations, production cost, investments.
o Partner structures have identified at least two innovations in the mango value chain that lead to productivity and employment increases in up- and downstream enterprises; of which one considers the impact of climate change, and one from the extension module natural resources.
o Decision makers, management-level staff, and experts (of which 35% women and 20% young people) from Vietnam have participated in supraregional dialogue formats (south-south, north-south) with representatives of agribusiness, research and education institutions, administration, and professional training.
o XX % of XXX reached value chain actors from micro-, small-, and medium sized enterprises (MSMEs) have applied the supported innovations in their companies (indicator to be quantified upon project inception).
o The volume of products processed by the supported enterprises has increased by X%
o X Supported enterprises of the value chain mango offer Y additional, innovation-related services to actors of the mango value chain.
Module indicator 5: The number of jobs in the up- and downstream enterprises in the mango value chain has increased by 80. Of this, 50% are for young persons, and 35% for women.
o Intermediaries of the partner structures have trained directors and employees (of which 35% women and 50% young people) of the supported up- and downstream enterprises in the selected value chains in professional training measures promoting prior selected innovations.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
